De l’Anse-à-Galets à Montréal, un parcours du combattant

Quitter l’île de la Gonâve pour se rendre à Port-au-Prince est devenu, depuis quelque temps, pour les habitants de ce territoire de l’Ouest, un parcours aussi périlleux que celui qui menait autrefois vers l’Amérique du Nord en quelques heures.
Les efforts et l’énergie nécessaires pour y parvenir relèvent désormais du parcours du combattant : chaque mètre parcouru est une succession d’épreuves rappelant la douleur d’une traversée incertaine. Le trajet, de l’Anse-à-Galets en passant par Pointe-à-Raquette, puis par Miragoâne et les Cayes pour enfin rejoindre le Cap, a duré quatre jours avant de pouvoir embarquer pour Miami — un voyage lent et précautionneux, dicté par l’insécurité qui gangrène le pays.
Le lendemain, j’ai pris un vol de Miami vers le Canada, première étape d’un périple qui m’a conduit à Montréal. Ce pays est devenu ma seconde patrie depuis plus d’un quart de siècle — un lieu que j’ai appris à aimer et à honorer de tout cœur, par mes paroles comme par ma plume.
Nous devons une profonde reconnaissance à des nations comme le Canada, les États-Unis, la France, les pays européens et ceux d’Amérique latine, qui ont accueilli des milliers d’Haïtiens. Grâce à leur hospitalité, beaucoup ont pu accomplir ce qu’ils n’auraient jamais pu réaliser dans leur propre pays. Les transformations sociales et économiques liées à l’immigration ont permis à nombre d’Haïtiens issus de familles modestes d’accéder aux meilleures universités nord-américaines et européennes. Loin d’être uniquement une perte, l’émigration a aussi engendré des forces nouvelles.
La globalisation économique, qui nous pousse à rechercher des opportunités sous d’autres cieux, renforce l’interdépendance entre les nations, rapproche les individus et semble mettre l’accent sur le sentiment d’une communauté mondiale œuvrant pour la promotion des droits humains. Ce point d’union est le socle sur lequel se construit peu à peu une communauté humaine fraternelle et solidaire.
L’accueil des Canadiens sur leur territoire influence de manière positive le destin d’Haïti. Ce pays exemplaire, paisible, nous l’aimons profondément. Je garde un souvenir précieux de mes professeurs — Daniel Turp, Jacques-Yvan Morin, Pierre Robert, François Crépeau, pour ne citer que ceux-là — ces grands Québécois, ces Canadiens, architectes de la Révolution tranquille au Québec, qui ont grandement contribué à ma formation.
Le Canada, comme Haïti, sont deux pays auxquels je dois tout.
Un drame collectif
Haïti a aujourd’hui besoin d’une véritable mobilisation et d’une politique d’intégration capables de permettre à sa diaspora de mettre son savoir-faire au service du développement national. Le sentiment patriotique de l’Haïtien demeure intact, qu’il vive au pays ou ailleurs. La mondialisation n’a pas érodé cet attachement profond à la patrie.
Ce récit, qui témoigne de notre drame collectif et de la menace qui pèse sur notre survie, n’est pas seulement le mien. Chacun pourrait en livrer une version, selon ce qu’il a vécu en ce moment crucial de notre histoire commune.
Aujourd’hui, la nation semble engloutie dans un désespoir sans fond. Pourtant, la souffrance que nous traversons peut devenir une étape vers la délivrance. « Nul ne se connaît tant qu’il n’a pas souffert. » Cette phrase d’Alfred de Musset, extraite de La Nuit d’octobre, pourrait s’appliquer à une nation entière : elle rappelle que l’épreuve révèle la vérité de l’être et pousse à l’introspection.
Voyager devrait être un acte de plaisir, une anticipation de l’aventure dans la perspective d’un retour, non une fuite devant ses responsabilités. Je l’ai toujours écrit : une véritable élite est trop occupée à résoudre les problèmes de son pays pour chercher refuge ailleurs. Dans les circonstances actuelles, quitter Haïti se fait le cœur lourd, à un moment où la population haïtienne, à bout de tout, aspire à une transformation profonde du pays et veut retrouver de nouvelles raisons de croire et d’espérer.
Les élites corrompues qui gouvernent mettent à l’épreuve notre détermination et notre espérance. Pourtant, malgré le confort que l’étranger peut offrir, une question demeure : à quoi sert de réussir loin de chez soi si l’on abandonne sa patrie et son peuple à la détresse ?
Cette interrogation m’oblige à choisir entre Haïti et moi-même, entre la Gonâve et moi-même. Et je choisis Haïti. Philosophiquement, choisir, c’est penser ; ne pas choisir, c’est encore choisir, car l’indifférence est déjà un acte de conscience.
Il faut un leadership éclairé
L’élite haïtienne, poussée à l’exil par les crises internes du pays, vit souvent un départ forcé qui s’apparente à une déportation silencieuse. Elle doit pourtant concevoir un plan de reconstruction nationale. La société se délite, l’insécurité s’étend, et l’indépendance proclamée par nos pères fondateurs il y a plus de deux siècles vacille. Il faut une vision claire, enracinée dans les idéaux de nos ancêtres, portée par des hommes et des femmes capables de relever la patrie de Dessalines.
Comme beaucoup d’Haïtiens, j’ai connu le pire. Deux de mes maisons ont été confisquées par des gangs criminels. Celle où j’habitais, à Marin, dans la Plaine, est désormais sous leur contrôle. Pour les milliers de familles prisonnières de la violence, mon cœur saigne.
La diaspora haïtienne, composée d’hommes et de femmes formés dans les plus grandes universités du monde, passionnés de savoir et de technologies, est la sève nourricière d’Haïti. Jacques Stephen Alexis, dans une lettre adressée au docteur François Duvalier depuis l’exil, rappelait cette vérité : aucune plante ne peut porter de fruits sans la sève de sa terre natale. La continuité des communautés et la transmission des valeurs ne peuvent être assurées que par une élite enracinée et responsable.
La guérison d’Haïti exige d’affronter la réalité avec lucidité plutôt que de la fuir. Deux impératifs s’imposent : résister à l’adversité et accepter la situation telle qu’elle est, aussi douloureuse soit-elle. Dans l’histoire de l’humanité comme dans celle d’Haïti, des figures émergent toujours quand les fondations vacillent.
Les paroles du prophète Néhémie et celles de Jacques Roumain peuvent, en ces temps sombres, nous inspirer à entreprendre des actions fortes et concertées en vue de la reconstruction nationale. Pour y parvenir, il nous faut un leadership désintéressé, animé par l’espérance, la foi et le sens de l’organisation, afin de transformer la vie en Haïti — notamment celle des communautés rurales et urbaines les plus vulnérables, qui en ressentent l’urgence vitale.

The company is reported to be waiting for access to proceeds from its asset
sales, which are currently waiting for state approval, as well as a separate « bridge loan », before it can refinance
itself. The company has been served a statement of claim for a securities
class action in the Supreme Court of Victoria.

According to information contained in Tuesday’s filing, the long-form documentation supersedes the previous Heads
of Agreement reached with the joint venture partners in March, although Star noted

The revised timeline was announced in an ASX statement in December, informing

have access to the full plan given The Star’s history.

suddenly announced they were terminating the agreement to
buy Queen’s Wharf, effective July 7. In March, desperate for money
to stave off insolvency, Star agreed to sell its 50
per cent stake in Queen’s Wharf to its joint venture partners Chow Tai Fook Enterprises and Far East Consortium for $53
million. Probity has been an issue before, with the joint venture partners previously being
investigated by the state, the results of which had little impact.

In a statement to the Hong Kong stock exchange, Far East Consortium

The ASX statement did say that SEG « is continuing to engage with the Joint Venture Partners and will provide an update if there are any material developments regarding the parties’ respective interests in DBC and DGCC ».
A Queensland government spokesperson said the deal between Star
and its joint venture partners — Chow Tai Fook Enterprises (CTFE) and Far East
Consortium — was not yet finalised. In March, in a bid to stave off insolvency, Star agreed
to sell its 50 per cent stake in Queen’s Wharf to its joint venture partners.
Star on Monday said it would provide an update when there were further material developments regarding its negotiations with its joint venture partners, including any termination of the agreement,
which would take effect next Monday. According to a statement from Far
East at the time of the deal being announced, it will receive
an $18 million break fee from Star if the deal fails.
« Despite the receipt of this notice, The Star remains willing to continue negotiations with the joint venture partners to give effect to the transaction, » Star
said.

Far East said in a statement late Friday. « It’s time all three governments sat down with the company and its Queen’s Wharf joint venture partners and thrashed out one over-arching deal that sorts out the mess and resolves who will own and run the Sydney, Brisbane and Gold Coast casinos over the longer term, » he said.
