Lundi dans le Moniteur Spécial N°6 a été publié un arrêté présidentiel datant du 23 mai dernier, soumettant à l’approbation du Conseil Supérieur de la Police Nationale (CSPN), avant leur mise en œuvre, les décisions intéressant les nominations ou transferts aux niveaux des directions centrales et départementales générales, la formation et le renforcement des effectifs, la disciplines, la carrière et la rémunération des membres de la PNH.

« […] Considérant que le Conseil Supérieur de la Police Nationale (CSPN) est l’organe pour définir la politique et les stratégies nationales en tout ce qui concerne les missions de la Police Nationale d’Haïti et, à cet effet, doit donner son avis sur toute question qui concerne la réglementation générale, la formation et le renforcement des effectifs, la discipline, la carrière et la rémunération des membres de la PNH ;

ARRÊTE
Article 1er.- Les décisions intéressant les nominations ou transferts au niveau des directions centrales et départementales de la Police Nationale d’Haïti ainsi que celles concernant la réglementation générale, la formation et le renforcement des effectifs, la discipline, la carrière, la rémunération des membres de la PNH sont soumises à l’approbation du Conseil Supérieur de la Police Nationale (CSPN) avant leur mise en œuvre.
Sans cette approbation, ces décisions sont de plein droit nul et de nul effet.
Article 2.- Le présent arrêté sera publié et exécuté à la diligence du Premier ministre er de tous les ministres, chacun en ce qui le concerne.

Un arrêté qui a provoqué de vives réactions et des spéculations de toutes sortes, allant de l’intention du Président Moïse de vassaliser totalement la Police Nationale d’Haïti (PNH), jusqu’à la prochaine révocation de Michel-Ange Gédéon, le Directeur Général de la PNH peu apprécié par l’Exécutif.
L’ex Directeur Général de la PNH Mario Andrésol estime qu’il s’agit d’une révocation implicite de Gédeon, même s’il reste convaincu qu’un arrêté ne peut pas modifier la loi portant création de la PNH, il exhorte le Chef de l’État à revenir sur cette décision.
Le Sénateur Francenet Dénius (VERITE) proche du pouvoir, croit que l’exécutif a dépassé les limites et exige le retrait de cet arrêté. Pour son collègue Nènel Cassis (LAVAL) cet Arrêté est une forme de coup d’État contre la PNH pour tenter de le remettre aux autorités politiques, le plein pouvoir à travers le CSPN qui ne pouvait avant cet Arrêté, que donner son avis sur la réglementation de la PNH et un ensemble de dispositions. Il appel à la mobilisation des deux chambres pour le retrait de cet arrêté.
Le Réseau National de Défense des Droits Humains (RNDDH), tout comme Justice et Paix craignent une main mise absolue de l’Exécutif sur la PNH et recommande au Parlement, afin d’éviter la politisation de la police, d’intervenir rapidement pour forcer l’Exécutif à rappeler cet arrêté présidentiel
