Haïti : Reprise des négociations politiques avec la CARICOM le 6 février 2025 sur fond d’échec du CPT et d’essor des gangs armés.-

Port-au-Prince, 6 février 2025 – La CARICOM a convoqué les acteurs politiques haïtiens à une nouvelle série de négociations ce jeudi 6 février 2025, dans un climat marqué par l’échec du Conseil Présidentiel de Transition (CPT) et l’extension rapide des gangs armés dans des zones autrefois considérées comme sûres.
La dernière rencontre entre les parties prenantes et la CARICOM remonte au 16 décembre 2024. Depuis, la situation sécuritaire s’est considérablement détériorée, mettant en lumière l’inefficacité du CPT à contenir la violence et à instaurer une transition politique crédible.
Selon nos sources proches de la CARICOM, les discussions porteront principalement sur les propositions visant à résoudre la crise du CPT et les mesures correctives à mettre en place pour tenter de stabiliser le pays.
Cependant, cette reprise des négociations intervient alors que les gangs armés poursuivent leur expansion, notamment vers les hauteurs de Pétion-Ville et Kenscoff, des zones autrefois considérées comme des refuges pour la classe moyenne et les élites économiques.
Par ailleurs, cette rencontre coïncide avec la visite du sénateur américain Marco Rubio en République dominicaine. Bien que son agenda officiel ne mentionne pas explicitement la crise haïtienne, plusieurs observateurs estiment que la situation en Haïti et ses répercussions sur la région seront au cœur des discussions entre Rubio et les autorités dominicaines. Cette visite intervient dans un contexte où la République dominicaine continue de renforcer ses mesures sécuritaires à la frontière et de plaider pour une intervention internationale plus structurée en Haïti.
La situation à Kenscoff est particulièrement alarmante. La semaine dernière, des gangs armés y ont perpétré un massacre d’une ampleur inédite, exécutant brutalement plus de 50 personnes selon un rapport de la Fondation Je Klere (FJKL). Des milliers d’habitants ont été contraints de fuir leur domicile, cherchant refuge dans des conditions précaires. À la mairie de Kenscoff, au moins 3 500 déplacés sont actuellement recensés, selon les autorités locales, citées dans le rapport de la FJKL.
Cet assaut contre Kenscoff marque une nouvelle phase dans l’expansion des groupes criminels. Jadis concentrés dans les quartiers populaires de Port-au-Prince, ils s’étendent désormais vers des zones rurales et montagneuses, réduisant encore davantage les espaces sécurisés pour la population.
Depuis sa mise en place, le Conseil Présidentiel de Transition peine à répondre aux défis sécuritaires et politiques. Son incapacité à restaurer un minimum d’autorité sur le pays a accru la méfiance de la population et des partenaires internationaux.
Face à l’ampleur de la crise, plusieurs acteurs politiques et organisations de la société civile appellent à une refonte totale de la transition et à une intervention internationale plus structurée. Toutefois, les précédentes tentatives de médiation, y compris les efforts de la CARICOM, n’ont abouti à aucune avancée significative.
Si ces discussions avec la CARICOM n’aboutissent pas à des mesures fortes et immédiates, Haïti risque de sombrer encore plus profondément dans l’instabilité, avec une transition politique paralysée et une population toujours plus livrée à la violence des gangs.
