Le président du Venezuela, Nicolas Maduro, a doublé le revenu minimum il y a quelques jours dans un contexte d’hyperinflation galopante qui asphyxie la société vénézuélienne.
Cette augmentation de 103% – la quatrième en un an – fixe le revenu minimum à 5.196.000 bolivars, équivalent à 65 dollars à taux de change officiel et à peine 1,7 dollar sur le marché noir.
Le revenu minimum comprend le salaire (3.000.000 bolivars) et un bon alimentaire (2.196.000), qui représente 42% du total sans ouvrir d’accès à des prestations sociales.
« Une hausse de 103% doit avoir lieu de manière immédiate (…) pour tous les travailleurs », a annoncé le 20 juin dernier le président socialiste réélu le 20 mai à l’issu d’un scrutin boycotté par l’opposition et vivement critiqué par la communauté internationale.
La dernière augmentation salariale (de 95,4%) remontait au 30 avril.
Des économistes critiquent les ajustements salariaux répétés, estimant qu’ils renforcent le coût de la vie, et déplorent qu’ils ne soient pas accompagnés d’un « plan anti-inflationniste » ni de « discipline fiscale et monétaire ».
Une hyper inflation à 13 800%
Le pays pétrolier traverse dans une sévère crise économique et les salaires des habitants ne résistent guère face à l’hyperinflation, attendue à 13 800% en 2018 par le FMI et même à 200 000% par le Parlement, contrôlé par l’opposition.
Les prix des produits alimentaires de base se comptent désormais en millions de bolivars et la population n’arrive plus à suivre le rythme des tarifs appliqués, relevés plusieurs fois par semaine.
Naufrage ou guerre économique ?
Sur ordre de Nicolas Maduro, qui attribue cette hyperinflation à la « guerre économique » menée selon lui par l’opposition pour le renverser, le gouvernement a débuté cette semaine l' »occupation temporaire » par des militaires de 97 marchés municipaux.
L’économiste Luis Vicente Leon y voit pour sa part le symptôme du naufrage du modèle interventionniste de l’Etat, qui exerce un strict contrôle des changes et des prix, alors que la pauvreté atteignait 87% en 2017.
Selon le gouvernement, près de 13 millions de travailleurs perçoivent un revenu minimum ou un « supplément alimentaire » sur une population active de 19,5 millions de personnes.
