Pour une seconde fois, le Premier ministre Ariel Henry n’a pas répondu à l’invitation du Sénat ou du moins du tiers du Sénat autour du phénomène de l’insécurité et de l’échec de la tentative de pourparlers sur les différents accords sur la crise à laquelle fait face le pays. Le chef du gouvernement n’avait pas répondu à la première invitation qui lui avait été adressée par le président du tiers du Sénat, Joseph Lambert, le 9 mars du mois en cours.
Si la première fois le Premier ministre Ariel Henry avait évoqué son voyage au Chili, cette fois-ci il a tout simplement ignoré l’invitation du Sénat. Celui-ci comme un chien édenté ne fait que constater l’échec de son initiative de rencontrer le Premier ministre. En temps normal, les sénateurs passeraient à une autre étape. Ils interpelleraient le chef du gouvernement et son cabinet. La séance se terminerait par un vote de censure ou un vote de confiance. Étant amputé de deux tiers de ses membres, le Sénat n’est que l’ombre de lui-même. Il ne détient qu’un pouvoir symbolique.
Avant d’inviter le Premier ministre au Parlement, le sénateur Lambert avait constaté la fin de service du Premier ministre à partir du 7 février 2022, date marquant, pour certains, la fin du mandat de 5 ans du président Jovenel Moïse. Joseph Lambert avait même écrit à la Cour supérieure des comptes et du contentieux administratifs pour lui notifier qu’Ariel Henry est un Premier ministre démissionnaire. En tant que tel, il ne fait que liquider les affaires courantes.
On n’ignore quelle suite la CSCCA a donné à la démarche du président du Sénat Joseph Lambert. On constate cependant que le Premier ministre est toujours à son poste et continue d’engager l’Etat.
Loin de se laisser décourager, le sénateur Joseph Lambert a envoyé une nouvelle correspondance ce jeudi au Premier ministre Ariel Henry l’invitant à une nouvelle rencontre au Sénat le lundi 21 mars 2022. Le chef du gouvernement, dans la réalité, n’a pas d’entrée au Sénat vu qu’il n’avait pas été ratifié par le Parlement qui est pour l’instant dysfonctionnel. Si Ariel Henry avait été choisi par le président Jovenel Moïse, avant son assassinat, on se rappelle que c’est la communauté internationale, à travers le Core Group, qui avait décidé de l’installation du Premier ministre.
Faute de rencontrer le Premier ministre Ariel Henry, ce jeudi, Joseph Lambert a reçu au Sénat de la République l’ancien candidat à la présidence Clarens Renois. Avant le leader du parti UNIR, d’autres acteurs politiques avaient défilé au Sénat.
C’est vrai que de multiples rencontres se sont tenues entre des acteurs haïtiens ou encore entre des protagonistes haïtiens et des représentants de la communauté internationale, nous sommes encore loin des pourparlers pouvant aider à une vraie sortie de crise. Si dans les médias ou encore sur les réseaux les protagonistes de la crise affirment leur volonté de trouver une issue à la crise, dans les faits, ils se montrent confortables avec la situation actuelle.
Entre-temps, les problèmes auxquels la population haïtienne fait face au quotidien, notamment le kidnapping, la cherté de la vie, le dysfonctionnement des hôpitaux publics, la dégradation des infrastructures publiques, s’aggravent. En dépit de la gravité de la situation, les secteurs organisés de la société ne comprennent pas encore qu’ils doivent se mettre ensemble pour sortir le pays de l’impasse. Le Premier ministre Ariel Henry et ses alliés, de leur côté, refusent d’admettre qu’ils n’ont pas de solution à la crise.
