En début de semaine, plusieurs centaines de migrants haïtiens à l’initiative de « Desarrollo Sin Fronteras » (un Comité des droits de l’homme de Barahona), ont réalisé une marche qui a débuté à la Place Duarte à Barahona pour s’achever devant le Consulat d’Haïti. Les manifestant protestaient contre des actes de corruption et des irrégularités présumées au sein du Consulat haïtien, sous le regard indifférent du personnel diplomatique haïtien et de la Chancellerie dominicaine.

Augustin Moises et Sylvester Joseph, porte-paroles affirment que le Ministre conseiller actuel et le Consul d’Haïti de Barahona Mme Thérèse Longchamp, augmentent les prix des passeports, des actes de naissances et des certificats de mariage entre autres, les accusant de pots-de-vin et de mauvaise utilisation des fonds publics haïtiens.
Selon eux, à Washington aux USA, le Gouvernement haïtien charge 45 dollars américains pour la délivrance d’un passeport haïtien, alors que le consulat de Barahona charge sans raison entre 80 et 120 dollars.
Par ailleurs, « Desarrollo Sin Fronteras » affirme que selon son enquête, que deux chèques, l’un de 974,860 pesos émis le 14 février par la société de canne à sucre « Consorcio Azucarero Central » (CAC) pour fournir des passeports aux coupeurs de cannes haïtien, aurait été émis au nom d’une personne du consulat et non pas au nom du Consulat. Un second chèque de 527,500 pesos émis également par le CAC, le 17 janvier dernier pour divers actes et documents administratifs, aurait été également libellé au nom d’une autre personne, ce chèque n’aurait pas été encaissé, la personne ayant préférée démissionner du consulat.
