PNH : remaniement à la tête de la logistique et de la sécurité du Palais national

Port-au-Prince, 12 août 2026 — La Police nationale d’Haïti (PNH) procède à plusieurs changements dans sa chaîne de commandement. Trois hauts responsables ont été installés à de nouvelles fonctions, dans le cadre d’un réaménagement de certaines structures stratégiques de l’institution.
Le commissaire divisionnaire Luckner Dumond a été installé, le 11 août 2026, comme nouveau directeur de la logistique de la PNH. Il succède à l’inspecteur général Fernel Saintil, appelé à prendre la direction de la Direction centrale de la police administrative (DCPA).
Parallèlement, l’inspecteur général Jacques Joël Orival a été installé comme coordonnateur de la sécurité du Palais national. Il remplace à ce poste le commissaire divisionnaire Jean Robert Brutus.
Ces changements interviennent alors que la PNH fait face à d’importants défis opérationnels, notamment en matière de sécurité, de mobilité des unités et de gestion des moyens logistiques nécessaires aux interventions sur le terrain.
La direction de la logistique occupe notamment une place stratégique dans le fonctionnement de l’institution, puisqu’elle concerne la disponibilité et la gestion des équipements et des moyens nécessaires aux opérations policières.
De son côté, la sécurité du Palais national constitue une responsabilité particulièrement sensible, compte tenu du caractère institutionnel et symbolique du principal siège de la présidence haïtienne.
Ce réaménagement de la chaîne de commandement intervient donc dans un contexte sécuritaire particulièrement tendu, marqué par la multiplication des opérations de la PNH contre les groupes armés et par la nécessité pour les forces de l’ordre de renforcer leur capacité opérationnelle.
Les nouveaux responsables devront désormais s’atteler à leurs nouvelles fonctions alors que la police haïtienne est appelée à accroître son efficacité sur le terrain et à renforcer la sécurisation des institutions de l’État.
