Scandale à l’OAVCT : Richardson Séraphin accuse le DG Pierre Raymond Jean André de blocage de salaire et disparition de chèques

Port-au-Prince – L’Office d’Assurance Véhicules Contre Tiers (OAVCT) est au cœur d’un nouveau scandale. Richardson Séraphin, ancien collaborateur de l’institution, dénonce publiquement ce qu’il qualifie d’atteinte flagrante à ses droits et d’abus de pouvoir orchestrés par le Directeur Général, Pierre Raymond Jean André.
Dans une mise au point adressée aux autorités, aux instances de contrôle et aux médias, Séraphin accuse la direction générale de manœuvres illégales visant à lui bloquer son dernier salaire et révèle des faits troublants : disparitions de chèques, ordres directs de blocage et instructions internes suspectes.
À la fin de sa mission, en mars 2025, Séraphin affirme que son dernier chèque de salaire a été sciemment bloqué sur ordre du DG. Le chef de cabinet, Frantz Nathanël Guillaume, aurait transmis des directives claires au coordonnateur de l’unité de gestion du Payroll, Vladimir Daniel Christopher Charles, pour empêcher le paiement.
Selon Séraphin, seule sa connaissance approfondie du système administratif haïtien lui a permis de déjouer la manœuvre et de faire imprimer le chèque n°0081419, grâce à la validation de Don Burt Tertulien, assistant directeur administratif et financier.
L’affaire ne s’arrête pas là. Séraphin affirme que la comptabilité de l’OAVCT a suivi les ordres visant à bloquer son paiement… jusqu’à ce que deux autres chèques — n°0081443 et n°0081536 — disparaissent de façon inexpliquée. Une coïncidence troublante qui soulève des soupçons de manipulation interne.
Le cas de Richardson Séraphin ne serait pas isolé. D’autres employés auraient vu une partie de leur salaire amputée : 37,5 % d’un montant initial de 122 586,67 gourdes, selon les chiffres communiqués par la Banque Nationale de Crédit (BNC).
Pour Séraphin, ces actes constituent un abus d’autorité qui ne peut rester impuni. Il exige des poursuites contre les auteurs et complices, des réparations et des dédommagements pour tous les préjudices subis. « Justice doit être faite », martèle-t-il, tenant directement le DG Pierre Raymond Jean André pour responsable.
Ces révélations s’ajoutent à une série de critiques récurrentes sur la gestion de l’OAVCT, souvent accusée de pratiques opaques et de favoritisme. Si les accusations de Séraphin se confirment, elles pourraient déboucher sur une enquête officielle et ternir davantage l’image déjà fragilisée de l’institution.
