Un vent d’indignation souffle dans les milieux politiques et diplomatiques haïtiens après les révélations chocs de Me André Michel, figure connue de la vie publique. Selon lui, la gouvernance du Conseil présidentiel de transition (CPT) serait à l’origine d’un véritable naufrage institutionnel au sein de la diplomatie haïtienne.

Le Consulat d’Haïti à Paris en est l’illustration la plus frappante. Le nombre d’employés y aurait plus que triplé, passant de 10 à 30 agents en quelques mois. Une inflation administrative sans précédent, selon Me Michel, qui dénonce un favoritisme éhonté, une explosion injustifiée des effectifs et une incurie dans la gestion des ressources humaines de l’État.

Mais ce cas n’est que la partie émergée de l’iceberg. En seulement 13 mois, le CPT aurait procédé à plus de 400 nominations diplomatiques, contre seulement 25 sous le gouvernement précédent d’Ariel Henry. Et le constat est accablant : 90 % des personnes nommées seraient incompétentes et totalement étrangères au domaine des affaires étrangères.

“C’est une honte pour Edgard Leblanc, Leslie Voltaire et Fritz Jean”, tonne Me André Michel, accusant les membres influents du CPT de sacrifier le prestige et la crédibilité de la diplomatie haïtienne pour des intérêts partisans et personnels.

Les conséquences de ces décisions, selon lui, sont lourdes. Outre l’image ternie d’Haïti à l’international, cette vague de nominations ferait grimper les dépenses mensuelles inutiles de l’État de plus de 2,5 millions de dollars américains, dans un contexte où le pays lutte déjà contre une crise humanitaire, sécuritaire et économique majeure.

Ce coup de gueule relance le débat sur l’instrumentalisation de la fonction publique en Haïti. Là où la diplomatie devrait être un outil de rayonnement et de défense des intérêts nationaux, elle semble aujourd’hui utilisée comme levier clientéliste, au détriment du professionnalisme, de la compétence et du respect des normes internationales.

Quelle légitimité auront ces nouveaux représentants d’Haïti à l’étranger ? Quelle crédibilité peut encore avoir la parole de l’État haïtien sur la scène internationale, quand ses ambassades deviennent des refuges politiques ou des zones d’emplois fictifs ?
