La guerre froide revient au galop, avec, le 1er juillet, l’arrivée de troupes russes au Nicaragua, dans cette Amérique centrale que les Etats-Unis continuent à considérer comme leur «backyard»(arrière-cour). Le président socialiste Daniel Ortega a annoncé l’envoi d’un contingent venu de Russie, dans un décret que le Parlement, contrôlé par ses partisans, doit ratifier ce mardi. Le texte autorise l’entrée sur le territoire de troupes étrangères, accompagnées d’avions et de bateaux militaires, et livre des données chiffrées : 80 militaires du Kremlin participeront avec leurs homologues nicaraguayens «à un échange d’expériences, à des entraînements et des opérations d’aide humanitaire». Et une cinquantaine à des actions «contre le narcotrafic et le crime organisé transnational», ajoute le décret.
Relais de l’Union soviétique
Fin prévue du stage le 31 décembre. Et la relation sera réciproque puisqu’une cinquantaine de Nicaraguayens en uniforme se rendront dans le pays frère. Ces opérations pourront aussi être menées avec des troupes venues du Mexique, du Venezuela, de Cuba, et même… des Etats-Unis. Hypothèse très improbable, voire provocation ironique, puisque Washington n’a pas reconnu la quatrième réélection consécutive de Daniel Ortega, en novembre 2021. Et a pris des sanctions contre le régime qui a emprisonné 182 membres de l’opposition, parmi lesquels sept candidats arrêtés pour leur interdire de participer au scrutin.
La Russie prend ainsi le relais de l’Union soviétique, un allié très proche du régime sandiniste issu de la guerre civile qui chassa du pouvoir le dictateur Anastasio Somoza. Pendant la première étape socialiste, entre 1979 et 1990 (avec Daniel Ortega déjà au pouvoir), Moscou aidait militairement Managua dans sa lutte contre la Contra, la guérilla antisandiniste que la CIA armait de son côté. Aujourd’hui, le Nicaragua est, aux côtés de Cuba et du Venezuela, l’un des pays d’Amérique latine qui soutient Vladimir Poutine dans son invasion de l’Ukraine.
«Aide technologique et militaire»
Les annonces de Daniel Ortega ont été saluées en Russie, notamment par la voix de la porte-parole du ministère des Affaires étrangères, Maria Zakharova, qui a déclaré à l’agence d’Etat Spoutnik que les mesures étaient conformes aux lois du Nicaragua. Les accords militaires entre les deux pays avaient d’ailleurs été préparés juste avant la guerre en Ukraine : le 17 février, le vice-Premier ministre russe, Yuriy Borisov, rencontrait Daniel Ortega à Managua. «Depuis plus de quarante ans, nous apportons une aide technologique et militaire à votre armée, et nous continuerons à travailler dans cette direction», avait affirmé le haut responsable. Les autres escales de sa tournée étaient, sans surprise, La Havane et Caracas.
Sans aller jusqu’à la gravité de la «crise des missiles» d’octobre 1962, quand l’URSS avait installé dans l’est de Cuba des fusées nucléaires pointées vers le territoire américain, la présence de militaires et d’armements russes dans la zone d’influence des Etats-Unis ne peut qu’alimenter les tensions dans la région, avec le risque d’exporter sur le continent américain un conflit jusque-là européen. Le premier pays à s’en émouvoir a été le voisin Costa Rica, qui n’a plus d’armée depuis 1949. Le président de droite Rodrigo Chaves, récemment investi, a fait part de sa «sérieuse préoccupation» .
