Une telle désignation permettrait de démanteler les réseaux transnationaux qui approvisionnent les gangs en armes et munitions, tout en facilitant les opérations des forces haïtiennes et internationales.
Les signataires ont également demandé une considération spéciale pour les Haïtiens bénéficiaires du programme Humanitarian Parole de l’administration Biden. Ces migrants, entrés légalement aux États-Unis, risquent leur vie s’ils sont renvoyés en Haïti, où les gangs imposent leur loi.
Ils insistent par ailleurs sur l’urgence de restructurer le Conseil Présidentiel de Transition (CPT), dont le bilan est jugé catastrophique. Entre scandales de corruption et clientélisme, cette structure ne bénéficie ni de la légitimité ni de la confiance nécessaires pour organiser des élections crédibles. Des réformes profondes sont exigées pour garantir une transition politique transparente et inclusive.
Enfin, les dirigeants exhortent le Congrès américain à renouveler la loi Hope/Help, essentielle pour préserver des milliers d’emplois en Haïti dans le secteur de la sous-traitance.
