Entre droits humains et secrets d’État : Pierre Espérance, 15 ans de collaboration discrète avec les gouvernements dominicains – un agent double au cœur du système ?

Depuis des décennies, Pierre Espérance s’est imposé comme l’une des figures les plus visibles dans la défense des droits humains en Haïti. Toutefois, des éléments récents remettent en question sa neutralité et suscitent des doutes profonds sur ses véritables allégeances. Plusieurs faits troublants laissent croire qu’il pourrait en réalité agir comme un agent double pour la République Dominicaine, au détriment des intérêts d’Haïti.

Sanctionné puis “réhabilité” ?

En 2023, les autorités dominicaines publiaient une liste noire comprenant 39 citoyens haïtiens sanctionnés pour diverses raisons, dont Pierre Espérance. Mais étonnamment, ce dernier annonçait, il y a seulement huit jours, son intention de se rendre en République Dominicaine sans visa, une déclaration qui a semé le trouble. Comment une personne interdite de territoire peut-elle s’y rendre en toute impunité ? Est-ce le signe d’un accord secret à venir avec le président dominicain Luis Abinader ? Ce comportement soulève des interrogations légitimes, notamment sur ses relations privilégiées avec les autorités dominicaines.

Selon plusieurs sources, Pierre Espérance travaillerait depuis plus de 15 ans avec chaque gouvernement dominicain successif, partageant régulièrement des informations politiques de première main. Il entretiendrait même des relations étroites avec les services de renseignement dominicains, à qui il fournirait des informations stratégiques sur la vie politique haïtienne. Un comportement incompatible avec la mission d’un défenseur des droits humains, mais bien cohérent avec celui d’un collaborateur infiltré.

En février 2021, l’ancien maire de Port-au-Prince, Ralph Youri Chevry, activement recherché par la justice haïtienne pour des accusations graves (assassinat, association de malfaiteurs, etc.), est arrêté en République Dominicaine. Malgré la gravité des charges, c’est Pierre Espérance et le RNDDH qui prennent publiquement sa défense, allant jusqu’à demander l’asile politique pour lui auprès du gouvernement dominicain. Une démarche surprenante pour un défenseur des droits humains, d’autant que Chevry voyageait avec des policiers soupçonnés d’appartenir au groupe rebelle Fantôme 509, lourdement armés.

Au lieu de condamner ces agissements ou de demander la coopération judiciaire entre les deux pays, Espérance et le RNDDH ont préféré défendre l’ex-maire auprès de la République Dominicaine, renforçant ainsi le doute sur leur indépendance réelle.

Silence complice sur les abus dominicains

Malgré les nombreuses exactions et humiliations que subissent les Haïtiens en territoire dominicain – déportations abusives, discriminations, violences –, Pierre Espérance et son organisation sont étrangement silencieux. Alors que d’autres voix s’élèvent pour dénoncer ces abus, le RNDDH garde le silence. Ce mutisme est d’autant plus suspect qu’il contraste fortement avec leur ton habituellement très critique envers les autorités haïtiennes.

Pris dans son ensemble, le parcours récent de Pierre Espérance soulève de sérieux doutes sur sa loyauté envers Haïti. Sa proximité avec les gouvernements dominicains, sa défense active de personnalités controversées, son silence sur les abus commis contre ses compatriotes, et ses déplacements suspects vers la République Dominicaine malgré des sanctions officielles… Tout cela suggère une double allégeance.

Il appartient désormais à la société civile haïtienne et à la presse d’exiger des explications claires. Le rôle d’un défenseur des droits humains n’est pas de servir d’intermédiaire secret entre deux États, mais de défendre les citoyens, sans agenda caché. Si Pierre Espérance est effectivement un agent double, alors sa présence dans le débat public représente une menace pour la transparence et la souveraineté d’Haïti.
