Extorsion et abus des immigrants haïtiens en République Dominicaine.-

Un prêtre et plusieurs immigrants ont récemment dénoncé une pratique d’extorsion orchestrée par des agents de migration dominicains. Ces derniers exigent des dépôts bancaires de la part des immigrants haïtiens pour éviter leur expulsion.

L’une des victimes a révélé avoir été emmenée, avec d’autres détenus, dans un endroit isolé avant d’arriver à Haina, où on leur a demandé entre 15 000 et 20 000 pesos pour leur libération. Cette révélation a été faite lors d’une interview dans l’émission « Toda la Verdad », animée par la journaliste Odalis Castillo et diffusée sur la chaîne VTV 32. Les immigrants haïtiens et les Dominicains d’origine haïtienne ont expliqué que les agents de migration vérifient les dépôts sur leurs téléphones portables avant de libérer les détenus.

Ces allégations d’extorsion ne sont qu’un exemple parmi d’autres d’abus commis par des agents de migration lors d’une opération à Santa Cruz del Seibo en mars. Le prêtre Miguel Ángel Grullón, directeur de Radio Seibo, a également dénoncé ces pratiques corrompues, affirmant que les agents ont fait irruption dans des maisons au petit matin, volant des biens et arrêtant des personnes, qui ont ensuite été libérées après avoir payé de grosses sommes d’argent, soit en espèces, soit par des dépôts bancaires.

La violence et la peur ont profondément marqué la communauté.

La France, l’une des victimes, a été blessée lors du raid. « J’ai vu que c’était un policier, j’ai essayé de m’enfuir, mais j’ai été abattue et battue. J’ai eu besoin de six points de suture sur le menton », a raconté la jeune Haïtienne. Sonisa, une autre victime, a expliqué comment les agents n’ont pas respecté son âge ou l’état de sa tante enceinte. « Ils m’ont attrapée par le bras, m’ont pointé un fusil de chasse et m’ont dit que j’allais avec eux, peu importe que je sois mineure », a-t-elle déclaré.

Arturo Mejía, un autre témoin, a ajouté : « Nous avons vu comment ils ont fait monter une dame de force, et quand son mari a essayé de la défendre, ils l’ont brutalement battu. Même les enfants n’ont pas été épargnés. Ils ont emmené un de mes amis en uniforme scolaire ».

Ces actions, menées à des heures interdites et portant atteinte à la dignité des personnes, violent de multiples droits de l’homme. Les témoignages indiquent que les victimes n’étaient libérées qu’après avoir payé de l’argent, perpétuant un cycle de corruption et d’abus.

Les autorités de la Direction de la migration n’ont pas encore offert de réponses concrètes à ces allégations, bien qu’elles soient au courant des faits.

Pendant ce temps, la communauté reste unie dans son soutien au Père Grullón, en espérant que les enquêtes aboutiront et que cette entreprise lucrative fondée sur le chaos prendra fin.
