2 min readL’administration chinoise du cyberespace souhaite que les smartphones soient programmés d’origine pour interdire aux moins de 18 ans l’accès à internet pendant la nuit.
Pour réduire l’addiction des enfants aux écrans, la Chine a décidé d’adopter la manière forte. D’ici quelques semaines, le pays devrait en effet mettre en place une nouvelle législation censée encadrer davantage l’utilisation d’internet par les mineurs. Ces nouvelles restrictions reposent surtout sur une mesure phare: le blocage d’internet pour tous les mineurs, entre 22h et 6h du matin.
L’administration chinoise du cyberespace a ainsi dévoilé son plan d’attaque et ses autres mesures prévues, qui vont surtout contraindre les fournisseurs de smartphones à prévoir des programmes comprenant des « modes mineur », qui seront différents en fonction de l’âge de l’utilisateur.
2 heures maximum par jour pour les 16/18 ans
Par exemple, le mode mineur pour les moins de 8 ans doit empêcher l’utilisation du smartphone pendant plus de 40 minutes par jour. Pour les enfants de 8 à 16 ans, cette limite est augmentée à 1 heure. Quant aux adolescents âgés d’entre 16 et 18 ans, ils auront le droit de doubler la mise avec une utilisation totale quotidienne de 2 heures.

Ce mode mineur comporte également d’autres contraintes comme un rappel automatique pour faire une pause en cas d’utilisation pendant 30 minutes consécutives. Les applications téléchargées sont également très encadrées: qu’importe la catégorie d’âge, ne seront autorisées que les applications éducatives (connaissances scientifiques, alphabétisation, chansons pour enfants, actualités pour les plus âgés, etc.).
« Promouvoir les valeurs socialistes »
L’objectif pour le gouvernement est également de transmettre les valeurs du pays aux plus jeunes, comme indiqué explicitement dans le texte transmis par l’administration chinoise du cyberespace: « En mode mineur, les fournisseurs de services d’information sur internet doivent activement mener à bien la construction de contenus prévus pour les mineurs. Produire, copier, publier et diffuser pour promouvoir les valeurs fondamentales socialistes, la culture socialiste avancée, la culture révolutionnaire et l’excellente culture traditionnelle chinoise, forger un sens de la communauté de la nation chinoise, cultiver les sentiments familiaux et nationaux des mineurs et les bonnes mœurs, et guider les mineurs pour développer de bonnes habitudes de vie et de comportement, et une croissance saine. »
Ce texte est encore pour le moment en discussion mais devrait entrer en vigueur d’ici début septembre prochain après la consultation publique réglementaire. Ce n’est d’ailleurs pas la première fois que la Chine met en place des règles strictes concernant l’accès aux écrans. Les jeux vidéo sont par exemple fortement réglementés, avec une utilisation interdite entre 22 heures et 8 heures du matin mais surtout réduite à seulement trois heures par semaine pour les mineurs.
