Le Dr Joël Michel, fort de son expérience passée, se positionne comme un leader résolu à propulser l'UPNOPP vers l'excellence, alliant tradition et modernité pour répondre aux défis de l'enseignement supérieur en Haïti.

Le mardi 19 décembre 2023, sur le campus de l’Université publique du Nord-Ouest à Port-de-Paix (UPNOPP), le Dr Joël Michel a été officiellement investi en tant que recteur, succédant au Dr Syriaque Ciné. Ancien Vice-recteur aux Affaires académiques de l’Université publique du Nord au Cap-Haïtien, le Dr Michel prend les rênes de l’UPNOPP avec une vision claire et des plans ambitieux pour l’avenir de l’institution.

La cérémonie d’investiture a été marquée par la présence de représentants du ministre de l’Éducation nationale et de la Formation professionnelle, soulignant l’importance de cette transition académique. Les discours prononcés par le Dr Joram Vixamar, représentant du MENFP, et le Dr Joël Michel lui-même ont mis en lumière les défis et les aspirations qui guideront l’UPNOPP au cours des quatre prochaines années.

Le Dr Michel, exprimant sa gratitude envers le ministre Nesmy Manigat, a souligné l’honneur particulier que représente son investiture en tant qu’ancien étudiant du Réseau des universités publiques départementales. Il a encouragé les étudiants actuels à voir cette nomination comme une source de motivation, témoignant du niveau de qualité des universités du réseau.

Le plan d’action du nouveau recteur s’articule autour de cinq axes majeurs. Tout d’abord, il met l’accent sur le renforcement de la qualité de la formation, soulignant l’importance du recrutement de professeurs de haut niveau et de l’enrichissement de la bibliothèque universitaire.

Le deuxième axe se concentre sur l’employabilité des étudiants après leur diplomation, avec la création d’une Direction de Stage et de Placement. Le troisième axe vise à rétablir la place de la recherche scientifique à l’UPNOPP, encourageant les enseignants-chercheurs à publier dans des revues nationales et internationales.

Le quatrième axe promet une restructuration du service Vie étudiante, transformé en un « Bureau de la Vie étudiante », favorisant les activités sociales et culturelles des étudiants. Enfin, le cinquième axe concerne la gouvernance de l’université, avec une déclaration audacieuse du Dr Michel sur l’autonomie totale des entités universitaires.

Cette autonomie conférée aux doyens et directeurs sera accompagnée de nouvelles facultés, à l’image de la Faculté en Sciences de la Terre annoncée par le Dr Michel. En appelant à la collaboration de tous, il affirme sa détermination à instaurer une gouvernance souple tout en mettant en garde contre tout comportement perturbateur au sein de l’institution.
