L’Institut National pour la Défense des Droits Économiques, Sociaux et Culturels (INDDESC), reconnu pour son engagement constant en faveur des droits humains en Haïti, exprime sa satisfaction face à la création de la Commission Vérité, Justice, Réparation, décidée lors du Conseil des ministres du mercredi 18 octobre 2024. Cette commission, fruit de nombreuses luttes portées par l’INDDESC, représente un premier pas concret vers la justice pour les victimes directes de l’insécurité, un fléau qui ronge le pays depuis plusieurs années.
L’INDDESC, dans le cadre de ses actions sur le terrain, a constaté à maintes reprises les conditions de vie infrahumaines dans lesquelles se trouvent les populations déplacées par la violence des gangs. Des abris de fortune, des conditions sanitaires déplorables, et une absence totale de soutien gouvernemental sont autant d’éléments qui ont poussé l’organisation à agir. Face à cette tragédie humaine, l’INDDESC a multiplié ses démarches, adressant plusieurs correspondances aux membres du Conseil Présidentiel de Transition et au Premier ministre Garry Conille, les exhortant à prendre des mesures immédiates. En parallèle, des plaidoyers ont été menés sur plusieurs chaînes de radios et télévisions afin de sensibiliser l’opinion publique à la nécessité d’une commission destinée à venir en aide aux victimes de l’insécurité généralisée.
Cependant, malgré l’installation du Conseil Présidentiel de Transition et la prise de fonctions du Premier ministre Garry Conille, la situation des victimes reste tragiquement inchangée. Alors que ces citoyens devraient figurer en tête des priorités nationales, la terreur persiste. Les exécutions extrajudiciaires, les violences psychologiques et physiques, ainsi que les viols et crimes odieux se multiplient. L’indifférence de l’État face à ces violations graves et récurrentes des droits humains est intolérable et montre une insouciance coupable. L’INDDESC tient à souligner l’urgence de mettre fin à cette insécurité qui touche quotidiennement des milliers de personnes, leur ôtant non seulement leur sécurité, mais aussi leur dignité.
C’est dans ce contexte particulièrement sombre que la création de la Commission Vérité, Justice, Réparation intervient comme une lueur d’espoir. Néanmoins, l’INDDESC insiste sur le fait que cette commission doit agir rapidement et efficacement. Elle ne doit pas être une institution de plus au sein d’une bureaucratie déjà surchargée, mais une réponse réelle, tangible et adaptée aux souffrances aiguës de la population. Les membres de cette commission ont la lourde tâche d’apporter une véritable justice, de répertorier les crimes, d’accompagner les victimes et de travailler en vue de la réhabilitation des droits bafoués.
Ainsi, l’INDDESC exhorte les autorités à ne pas laisser cette commission sombrer dans l’inaction. Des mesures draconiennes doivent être prises pour enrayer la violence des gangs et réparer les torts causés à des milliers de citoyens. Chaque jour de retard dans les actions de cette commission, ce sont des vies humaines qui sont mises en péril, des familles déchirées et des communautés entières plongées dans le désespoir.
L’INDDESC reste résolue à surveiller de près l’évolution des travaux de cette Commission et à veiller à ce que les promesses de justice et de réparation faites aux victimes soient effectivement tenues. Il en va de la crédibilité de l’État haïtien et de son engagement à restaurer la paix et la dignité humaine. Plus qu’un simple geste politique, la Commission Vérité, Justice, Réparation doit devenir le moteur d’une transformation radicale dans la lutte contre l’insécurité et les abus en Haïti.
Le temps n’est plus aux discours mais aux actions concrètes. L’INDDESC, fidèle à sa mission de défense des droits humains, continuera à soutenir les victimes et à œuvrer pour une Haïti plus juste et plus sûre pour tous.
