Port-au-Prince, 24 mai 2025 — Dans une révélation fracassante, Me André Michel, représentant du SDP/ACCORD 21 Décembre et ancien allié du Dr Ariel Henry, dénonce une vague de nominations jugées excessives et inquiétantes dans la diplomatie haïtienne orchestrée par le Conseil Présidentiel de Transition (CPT), dirigé par Fritz Alphonse Jean.

Selon Me Michel, plus de 400 personnes auraient été nommées dans les ambassades et consulats d’Haïti à l’étranger en seulement 13 mois de gouvernance du CPT — un chiffre vertigineux comparé aux environ 25 nominations réalisées sous le gouvernement d’Ariel Henry en 33 mois.

Pire encore, l’avocat affirme que 90 % des nouveaux nommés sont incompétents pour représenter le pays à l’international. Une telle décision, dit-il, ne fait que ternir davantage l’image d’Haïti sur la scène diplomatique tout en faisant exploser les dépenses de fonctionnement d’un État déjà asphyxié.

Explosion des effectifs dans les consulats : un gouffre budgétaire

Les chiffres avancés par Me Michel illustrent une inflation administrative difficile à justifier :

Au consulat de Miami, les effectifs sont passés de 32 à 60 personnes. À Boston, ils ont plus que doublé, passant de 15 à 32 agents.

« Pendant qu’on surcharge nos consulats à l’étranger de personnels souvent inexpérimentés, nos forces de l’ordre sur le terrain manquent cruellement de moyens pour affronter les gangs criminels et les terroristes qui plongent le pays dans le chaos », déplore Me Michel.

Ces accusations viennent renforcer les critiques déjà virulentes à l’encontre du CPT, accusé par de nombreux observateurs de favoritisme, clientélisme et gestion opaque. La diplomatie, qui devrait être un levier stratégique pour redorer l’image du pays et négocier des aides essentielles, semble ici utilisée comme une machine de récompense politique, sans souci de compétence ni de conséquence budgétaire.

Alors que la population attend des actions concrètes contre l’insécurité, la crise économique et l’effondrement institutionnel, ces révélations risquent d’éroder davantage la confiance déjà fragile envers les autorités de transition.
