Il a prévu de se rendre en République Dominicaine, accompagné du président dominicain Luis Abinader, pour y séjourner quelque temps avant de revenir dans son pays. Officiellement, ce passage en République Dominicaine est justifié par une visite médicale, un suivi de son cancer. Bien que cette raison soit plausible, la coïncidence de ce séjour médical avec des négociations diplomatiques sensibles alimente le doute autour de ses véritables intentions.
Les faits sont accablants : Leslie Voltaire n’a jamais eu pour but de représenter Haïti à la COP16.
