🇧🇫 Burkina Faso : le gouvernement impose la domiciliation des fonds des ONG à la Banque du Trésor

Au Burkina Faso, les autorités ont adopté une nouvelle mesure visant à renforcer le contrôle des flux financiers des organisations non gouvernementales (ONG) et associations agréées. Désormais, toutes devront ouvrir et domicilier leurs comptes auprès de la Banque de Dépôts du Trésor (BDT), une institution publique placée sous la tutelle du ministère des Finances.

Selon le communiqué du Conseil des ministres tenu le 16 octobre, cette décision a pour objectif d’« assurer la traçabilité des fonds reçus et utilisés par les ONG ».

Le gouvernement explique vouloir prévenir « les risques de blanchiment, de détournement ou de financement d’activités contraires à l’ordre public ».

Toutes les opérations de recettes et de dépenses devront donc désormais passer exclusivement par les comptes ouverts à la Banque du Trésor.

Cette décision intervient dans un contexte sécuritaire et humanitaire tendu. Le Burkina Faso fait face depuis plusieurs années à une insécurité persistante liée aux groupes armés, et le pays accueille de nombreuses ONG locales et internationales engagées dans l’aide humanitaire et le développement.

Les autorités assurent que cette réforme vise avant tout à mieux encadrer l’utilisation des ressources financières, souvent issues de dons étrangers, et à renforcer la transparence du secteur associatif.

Si le gouvernement insiste sur la nécessité de contrôle, plusieurs observateurs s’interrogent sur les modalités pratiques de cette réforme.
