CONFUSION: Fritz Alphonse Jean : « Je ne vois pas comment le collège présidentiel pourrait fonctionner »

L’économiste Fritz Alphonse Jean, élu président le 30 janvier dernier dans le cadre de l’accord politique de Montana, a révélé qu’il ne croit pas à l’idée de placer un collège présidentiel à la tête du pays. Intervenant le mardi 22 mars à l’émission « Haïti Sa k ap Kwit », l’ancien gouverneur de la banque centrale met en doute le consensus politique PEN-Montana.

« Personnellement, je ne vois pas comment cela (le collège présidentiel, ndlr) pourrait fonctionner par rapport à l’histoire du pays », a déclaré l’économiste Fritz Alphonse Jean, qui fait notamment référence aux problèmes de fonctionnement institutionnel récurrents dans le pays pour étayer sa position. Selon lui, les cartels municipaux de trois membres qui ont du mal à fonctionner en sont la preuve. « Je ne vois pas comment trois membres ne parviennent à fonctionner alors que cinq le pourraient », fait-il savoir, répondant aux questions de Robenson Geffrard.

A en croire M. Jean qui a été élu président par le Conseil national de transition (CNT) mis en place par l’accord de Montana, l’idée d’installer un collège présidentiel à la tête du pays « n’est pas la meilleure des solutions ». Selon Fritz Alphonse Jean, la majorité des membres du Conseil national de transition ne sont pas d’accord avec l’idée du collège présidentiel adoptée dans le cadre du rapprochement entre le Protocole d’entente national (PEN) et l’accord de Montana.  

M. Jean soutient qu’on ne peut pas parler d’implosion du consensus Montana-Pen. L’économiste dit comprendre que le Bureau de suivi de l’accord (BSA) (un autre organe mis en place par l’accord de Montana, ndlr) ait signé cette entente en vue de faire avancer les choses. Selon Fritz Alphonse Jean, cette entente a été prise intelligemment par le BSA au cours des discussions dans le but de franchir les obstacles et accoucher une situation mitoyenne. « Les décisions prises dans une négociation ne sont pas nécessairement celles qui ont préalablement été discutées », soutient l’économiste, qui croit que le BSA a pris cette décision pensant que cette option leur aurait permis de passer un cap. Le collège présidentiel a été le fruit du processus des discussions, confie-t-il.

L’accord de Montana est toujours fidèle à l’idée d’un exécutif à deux têtes, à savoir un président et un Premier ministre, affirme l’ex-gouvernement de la banque centrale. Pour l’instant, les discussions et les négociations se poursuivent. « Je pense que nous sommes dans une dynamique et c’est celle-ci qui va déterminer jusqu’où nous irons. Nous continuons à discuter », informe le président élu pour diriger la transition sur la base de l’accord de Montana.

Pour l’économiste Fritz Alphonse Jean, le niveau de désinstitutionalisation que nous connaissons actuellement bloque totalement le fonctionnement du pays. Le pays est en détresse, déplore-t-il. Une paix politique est donc nécessaire, mais celle-ci dépend nécessairement d’un consensus entre tous les acteurs politiques et la société civile », appelle l’élu du Conseil national de transition.
