Monseigneur Péan,
La Coalition des Associations de Jeunes Leaders de l’Artibonite (La Coalition) sollicite votre bienveillante adhésion à un mouvement de jeunes citoyens de votre diocèse qui, dès aujourd’hui, s’oppose à ce que la ville des Gonaïves ne reçoive le Chef de L’Etat, M. Jovenel Moise, le 1er Janvier 2020. La Coalition soutient que le guide religieux, respecté et aimé, que vous êtes, se doit d’éviter que cette belle messe traditionnelle du premier jour de l’année, ne devienne le prétexte d’une oppression renouvelée contre ceux qui luttent pour un autre système de gouvernance. Car, au lieu de travailler honnêtement à gagner l’adhésion populaire, le Président de la République, M. Jovenel Moise, insiste à imposer sa présence aux Gonaïves, tandis qu’il sait pertinemment que les conditions sécuritaires volatiles ne s’y prêtent pas.
D’ailleurs, au moment de lancer la publication de cette lettre ouverte, la Coalition a appris qu’un important dispositif d’hommes armés, de tout acabit (légaux et illégaux), aurait été mobilisé pour satisfaire –par n’importe quel moyen- l’ego d’un Chef d’Etat décidé à fouler le parvis de notre cathédrale, même pour quelques secondes; peu importe s’il doit fuir la colère populaire immédiatement après. Cet exercice justifie t’il l’amalgame de policiers, de mercenaires et de bandits sponsorisés pour guerroyer son propre peuple ? Pourquoi mettre à risque toute une population pour un coup médiatique ? Cela changera t’il la donne pour un Président qui continue de faire la sourde oreille aux demandes de son peuple, dont le procès Petrocaribe et notamment la poursuite des auteurs du massacre de la Saline? Si la Coalition ne détient pas la réponse à ces questions, elle peut tout de même affirmer que la menace physique inhérente à la nature des événements, n’est pas la seule qui nous guette.
En effet, le Président de la République, incarne aussi une menace morale, qui est plus sournoise, plus pernicieuse, mais tout aussi destructrice que la distribution d’armes à feu et le financement des actes d’intimidation devenus monnaie courante. Car, lorsque le Président de la République arrive dans la cité de l’Indépendance, en pleine nuit, tel un voleur, pour rendre visite, comme il l’a fait la semaine dernière, à un chef de gang notoire, repris de justice et réputé au service du « pouvoir », au mépris des notables et autorités morales de la ville pour lesquelles il n’a point de temps, il tue toute velléité de « bon comportement » chez la jeunesse studieuse. Il est indispensable et urgent d’identifier et de combattre cette érosion graduelle des valeurs, sachant qu’aucune société fonctionnelle ne peut en faire fi.
La Coalition souligne que cette destruction des normes sociales et cette tendance à minimiser les lois du terroir, fait si bien son chemin perverse que rares sont ceux qui ont relevé qu’au jour de son étrange visite aux Gonaïves, *le Président Jovenel Moise était pourtant tenu d’être aux cotés de son épouse et de ses enfants, qui venaient d’enterrer leur mère et Grand mère. Jamais, même un Chef d’Etat des Etats Unis, dont l’agenda n’est pas des moindres, n’oserait se soustraire de l’obligation de jouer son rôle de père de famille présent, en une aussi pénible circonstance pour les siens. Si ce n’est par affection pour sa belle-mère, Jovenel Moise aurait dû respecter le grand deuil du jour pour, au moins, faire semblant d’incarner un bon modèle pour des milliers de jeunes hommes, appelés à devenir des maris et des pères de famille à leur tour.*
La Coalition comprend que si le Président veuille investir la « cité » d’armes lourdes pour la terrifier et la soumettre à accepter sa visite, il le fera ; mais elle ose croire que comme elle, vous choisirez de ne pas être complice d’un tel méfait, en faisant votre part pour que votre messe ne soit le prétexte d’un affrontement fratricide au bénéfice d’une seule personne : Jovenel Moise.
