Henry Rotich, le ministre des Finances et plus d’une vingtaine de personnes sont devant le tribunal.En cause, le chantier de deux barrages dans la vallée du Rift dont le montant de 630 millions de dollars aurait été gonflé. Il y avait ce mardi matin une première audience à Nairobi et tous ont plaidé non coupable.
Impassible tout au long de l’audience, Henry Rotich, en costume noir et cravate jaune, a nié toutes les charges pesant contre lui, tout comme les 16 autres accusés présents au tribunal. Une dizaine de personnes étaient absentes. Le parquet leur a donné jusqu’à mercredi 24 juillet au soir pour se présenter, sinon des mandats d’arrêts seront lancés.
Les avocats de la défense ont demandé que ceux présents à l’audience soient relâchés sous caution, en attendant le début formel du procès. Le procureur ne s’y est pas opposé, mais il a posé des conditions : chacun devra donner son passeport, s’engager à ne pas aller au bureau ni approcher des témoins.
Taïb Ali Taïb a également averti que les enquêteurs « avaient rassemblé suffisamment d’éléments pour que tout le monde soit condamné. Ils n’ont pas travaillé dans l’intérêt du pays, mais pour leur bénéfice personnel », a-t-il déclaré.
Peu de condamnations pour des affaires de corruption
Dans un pays miné par la corruption, c’est le tout début d’un procès hors norme, avec fait rarissime, un ministre en poste sur le banc des accusés. Le militant John Githongo a dit espérer que cette affaire soit traitée différemment. « Des cas similaires ont fait beaucoup de bruits avant de se terminer en fiasco. Il y a eu très peu de condamnations, et les hauts responsables reconnus coupables ont passé moins de deux ans en prison », a-t-il déclaré.
L’affaire a déjà une forte coloration politique avec des accusés souvent Kalenjin, l’ethnie du vice-président William Ruto. Certains y voient un signe de dissensions avec le président Uhuru Kenyatta.
