Le périple infernal au niveau du tronçon de la route nationale # 1 Port-au-Prince – Saint-Marc !

Depuis déjà 5 semaines, les mouvements de protestation réclamant la démission du président Jovenel Moïse réduisent le fonctionnement normal des activités dans le pays. Tout va au ralenti ou ne marche pas du tout, notamment les écoles qui ne parviennent pas à fonctionner la rentrée académique. Les acteurs politiques n’arrivent pas à trouver un accord pour sortir de cette crise qui est à son plus haut niveau depuis tantôt une année. Comme ils ne veulent pas s’entendre, aucun d’entre eux non plus n’a pris le dessus. Entre-temps la population en fait les frais comme toujours des inconséquences de ses mauvais « leaders » !

Une des couches de la société qui subit le plus les effets de cette crise politique est l’ensemble des usagers des routes nationales du pays regroupant principalement les transporteurs, les petits et grands commerçants, les particuliers, surtout ceux qui font face à toutes sortes de situation d’urgence comme le fait de circuler d’une ville à une autre. En fait, la forme de protestation la plus courante de nos jours utilisée en Haïti est le blocage des routes. Ces dernières années, cette pratique est devenue l’expression la plus visible de l’ingouvernabilité du pays. Il est rare que durant les 5 dernières années il ne passe un jour sans que la police ne se trouve dans l’obligation d’aller affronter des riverains pour débloquer un axe routier quelconque. Alors, durant cette période « lòck », la situation a  empiré sur les routes nationales. La zone métropolitaine de Port-au-Prince se trouve coupée par voie terrestre des autres régions du pays comme le grand Sud, le Centre et le grand Nord y compris l’Artibonite.

Étant dans l’un des groupes de gens qui étaient obligés de fréquenter le tronçon Port-au-Prince -Saint-Marc de la route nationale # 1 entre les 15-16 octobre 2019, j’ai vécu la pénible expérience de voyager à travers les barricades pour faire face à une urgence familiale. À l’aller en sortant de Port-au-Prince, il était possible de faire un premier circuit en tap-tap à partir du carrefour des Trois-Mains jusqu’au carrefour Canaan en empruntant la route communément appelée « Wout nèf » dans la zone de Douillard, puis un 2e circuit à partir du carrefour Canaan jusqu’au marché de Cabaret et un 3e circuit du marché de Cabaret jusqu’à Saint-Médard au niveau de l’Arcahaie. Et là, à l’entrée de la cité du Drapeau, le périple infernal allait commencer… Il y a probablement à cet endroit les plus grosses barricades érigées sur une route durant ces moments de crises politiques. Sur à peu près une distance 5 kilomètres, il est pratiquement impossible de continuer à rouler en véhicule sur la route nationale #1 jusqu’au quartier de Saintard. Un usager de transport public a le choix soit de prendre un moto-taxi ou de continuer à pied. Et les motos-taxis ne peuvent circuler à ce niveau qu’en empruntant des sentiers internes où dans certains endroits ils traversent carrément les jardins des planteurs de la zone. Ce n’est qu’après cette partie difficile à moto qu’on peut retourner sur la route nationale où des tap-taps attendent pour des circuits soit jusqu’à Montrouis ou jusqu’à Saint-Marc. À ce stade de la route, ces tap-taps trouvent des barricades moins denses où des jeunes moins violents sont présents pour leur donner un laisser-passer moyennant le versement des montants d’argent allant de 100 à 250 gourdes (1 à 2,7 USD). Une autre activité économique voit donc le jour pour ces jeunes déshérités à côté de celle déjà florissante des moto-taxis.

Aucun couloir humanitaire n’a été remarqué à travers les barricades du tronçon Saint-Médard-Saintard. Des passagers racontent la mort d’une femme enceinte et de son bébé il y a 2 jours puisque ses proches en voiture privée voulant arriver à l’hôpital Saint-Nicolas de Saint-Marc ne parvenaient pas à traverser une barricade alors qu’elle était sur le point d’accoucher…Combien de cas similaires sont-ils déjà enregistrés durant ces 5 semaines « lòk » ?

Les jeunes, derrière les barricades, profitent de la situation anarchique du pays qu’occasionnent les mouvements de protestation contre Jovenel Moïse pour se créer de maigres rentrées économiques. Ils séparent donc la route en plusieurs morceaux et chaque groupe essaie de soutirer le plus d’argent possible des transporteurs qui continuent à fonctionner contre vents et marées. En observant tout cela, on est tenté de se poser la question suivante : où sont les élus de ces zones ? Les CASECs ? Les maires ? Ces derniers ne représentent-ils pas non plus un maillon de la chaine de l’autorité de l’État ? Mais, hélas ! Ces entités sont généralement dépourvues des moyens qui les rendent dans bien des cas inexistants. À quand une vraie politique de décentralisation dans ce pays ? En tout cas, cette crise politique met à nu tout le dysfonctionnement de l’appareil de l’État en sortant des sections communales, passant par les communes jusqu’aux structures du gouvernement central.

Étant donné que tout se concentre dans la zone métropolitaine de Port-au-Prince, cette situation de blocage de routes commence à entraîner de sérieuses conséquences sur les habitants des autres régions du pays, principalement sur celles dont les activités sont liées que par la voie terrestre à la capitale. En premier lieu, il y a la crise de l’essence puisque les camions ne peuvent pas passer les barricades pour aller approvisionner les stations des villes de province. Un marché informel de vente de gazoline et de diesel s’est donc installé tout au long de la route. Le phénomène des « gallons jaunes » est donc remarqué au niveau des différentes localités se trouvant sur le tronçon de route Port-au-Prince-Saint-Marc. Le prix du gallon de l’essence peut varier entre 500 à 1000 gourdes (5,38 à 11 USD). Cela a donc expliqué aussi les tarifs exorbitants des courses de ces différents circuits improvisés par les tap-taps et les moto-taxis à l’intérieur des barricades. Une course de moto-taxi entre deux barricades peut être payée jusqu’à 750 gourdes (8 USD). Outre la crise de l’essence, les motards justifient ces hauts tarifs par le fait qu’ils doivent aussi payer leur passage à travers les barricades.  En ce sens, un usager du transport public dans cette situation catastrophique peut dépenser jusqu’à 2000 gourdes (22 USD) pour effectuer un trajet de Port-au-Prince à Saint-Marc. En situation normale, le coût du transport sur cet axe de la route pour un usager ne dépasse pas 250 gourdes (2,7 USD).

En deuxième lieu, il y a la crise d’électricité qui arrive aussi avec le blocage des routes. Aux Gonaïves, par exemple, où la centrale électrique fonctionne au mazout, les habitants parlent de 15 jours consécutifs sans électricité. On peut imaginer toutes les conséquences au niveau des ménages et des entreprises de la zone. Des problèmes de communication aussi non seulement pour les habitants qui n’arrivent pas à faire la recharge en énergie de leur appareil téléphonique, mais aussi pour les compagnies de télécommunication elles-mêmes qui ont du mal à alimenter en essence leurs antennes dans ces zones.

En troisième lieu, une pénurie d’eau et de boisson commence à se faire sentir aussi dans les zones qui sont alimentées par un système d’eau public de type pompage électrique. Le faible pouvoir d’achat de la majorité de la population de ces zones ne leur permet pas de toujours s’approvisionner dans les kiosques privés d’eau traitée par osmose.

En quatrième lieu, la limitation de retrait d’argent dans les banques commerciales (montant maximal 10’000 gourdes (équivalent de 108 USD) vient compliquer davantage la situation des ménages. Les maisons de transfert aussi fixent un seuil de la quantité de liquidités en dollars à donner à un client. Les camions-fourgons des banques ne peuvent pas atteindre ces zones pour les alimenter en montant d’argent. Le tableau est vraiment sombre surtout dans les villes comme Gonaïves et Saint-Marc qui n’ont pas de piste d’atterrissage pour avion comme Port-de-Paix, Cap-Haitien, Jacmel, Cayes ou Jérémie.

Enfin, les produits alimentaires habituellement venant de Port-au-Prince commencent à être en manque dans les magasins et sur le marché local des communes de Saint-Marc, Gonaïves et celles qui sont avoisinantes. Et là, cette crise fait voir toute l’importance de développer le transport maritime pour relier Port-au-Prince avec les chefs-lieux des départements du pays. Il y a toujours des nouvelles opportunités qui pointent à l’horizon dans les moments de crise.

Il est clair que cette situation dure déjà trop. Une catastrophe humanitaire menace déjà beaucoup de zones du pays. D’ailleurs, plus le temps passe, plus cela dégénère, plus les protagonistes radicalisent leurs positions. Malheureusement, les acteurs politiques haïtiens ne savent pas ou résolvent mal leurs différends. Ils se mettent toujours dans la situation d’un jeu à somme nulle avec le scénario gagnant-perdant. Cela explique en grande partie pourquoi nos crises politiques sont récurrentes depuis plus de 200 ans. Avant de s’attaquer au « système » qui est le nouveau concept en vogue pour expliquer nos malheurs de nos jours, ne devons-nous pas réfléchir en premier lieu sur comment résoudre nos conflits ?
