Le 2 octobre 2024, la République dominicaine, sous l’égide du président Luis Abinader, a mis en place une série de mesures visant à expulser 10 000 Haïtiens chaque semaine. Ces mesures ont immédiatement suscité l’indignation et sont perçues comme une manifestation d’une politique de nettoyage ethnique qui cible la communauté haïtienne vivant en République dominicaine. Cette décision s’inscrit dans un climat de xénophobie croissante, encouragée par des groupes néonazis tels que « L’Ancien Ordre Dominicain », qui prônent la violence raciale et l’extermination des Haïtiens.

En réaction à cette annonce, la ministre des Affaires étrangères haïtienne, Dominique Dupuy, a exprimé sa profonde préoccupation et a dénoncé ces mesures discriminatoires. Elle a appelé au respect des droits fondamentaux des Haïtiens, en soulignant l’importance de se conformer aux traités internationaux relatifs aux droits humains. Mme Dupuy a également insisté sur le fait que les femmes, les enfants et les hommes concernés par ces expulsions massives ne doivent pas être victimes de cette décision regrettable.

Pour faire face à cette crise, le gouvernement haïtien prévoit de renforcer sa mission diplomatique et de consolider ses postes consulaires en République dominicaine, afin d’apporter un soutien direct aux Haïtiens en danger. Parallèlement, le Ministère des Haïtiens Vivant à l’Étranger (MHAVE) a annoncé qu’il se réunirait prochainement avec des organisations de la société civile et des agences internationales opérant sur la frontière haïtiano-dominicaine. L’objectif est de définir une stratégie d’accompagnement pour protéger et assister les ressortissants haïtiens exposés à ces expulsions massives.

Alors que la communauté internationale commence à réagir, les appels à mettre fin à cette politique se multiplient, et les défenseurs des droits humains craignent que la situation ne dégénère en violences à grande échelle. Le gouvernement haïtien et la ministre Dominique Dupuy s’engagent à tout mettre en œuvre pour protéger leurs citoyens et appellent la République dominicaine à reconsidérer cette approche destructrice et inhumaine.
