Les États-Unis exhortent les Pays-Bas et le Japon à renforcer davantage leurs restrictions sur les exportations d’équipements avancés de fabrication de semi-conducteurs vers la Chine. Cette initiative vise à empêcher la Chine d’acquérir des technologies susceptibles de renforcer ses capacités militaires.

Alan Estevez, chef de la politique d’exportation américaine, a déjà entamé des discussions avec le gouvernement néerlandais et prévoit de poursuivre ces échanges au Japon. Ces efforts s’inscrivent dans le prolongement d’un accord de 2023 entre les États-Unis, les Pays-Bas et le Japon, qui limite l’accès de la Chine aux technologies essentielles de fabrication de puces.

L’année dernière, le Japon a imposé des restrictions sur l’exportation de 23 types d’équipements de fabrication de puces, tandis que le gouvernement néerlandais a réglementé l’exportation d’équipements semi-conducteurs à ultraviolet profond (DUV) d’ASML vers la Chine. Avec l’intégration de composants américains, les États-Unis ont renforcé ces restrictions en appliquant des contrôles sur des machines DUV supplémentaires.

Les discussions en cours visent à élargir le champ des usines chinoises concernées par ces restrictions, en ciblant des entités telles que SMIC, le plus grand fabricant de puces chinois. Les États-Unis envisagent également d’étendre les contrôles à davantage de types d’équipements de fabrication de puces utilisés par ces usines.

Ces mesures s’inscrivent dans une stratégie plus large visant à freiner l’avancée technologique de la Chine dans des domaines sensibles, tout en sécurisant les chaînes d’approvisionnement et en protégeant les intérêts nationaux des pays concernés.
