La question de l’intégration politique d’Haïti à l’échelle régionale continue de susciter des débats parmi les observateurs internationaux et les acteurs politiques haïtiens. Ricardo Seitenfus, professeur d’université et ancien Représentant spécial du Secrétariat général de l’Organisation des États américains (OEA) en Haïti, est l’un des analystes les plus critiques concernant la situation actuelle. Selon lui, avec Leslie Voltaire à la coordination du (CPT), Haïti restera isolée de la gauche latino-américaine, freinée par des conflits idéologiques non résolus avec le courant Lavalas.
Leslie Voltaire, figure politique influente en Haïti et ancien ministre sous Jean-Bertrand Aristide, est souvent perçu comme un homme fort du mouvement Lavalas. Or, Ricardo Seitenfus estime que sa position à la tête du CPT représente un obstacle majeur pour briser l’isolement d’Haïti sur la scène régionale. Il évoque des tensions persistantes entre Lavalas et les gouvernements de gauche en Amérique latine, une situation qui, selon lui, condamne Haïti à rester en marge d’alliances politiques stratégiques et de soutiens régionaux cruciaux.
Seitenfus, qui a conseillé Jean-Bertrand Aristide par le passé, souligne que l’ancien président aurait pu, dès le début de son mandat, entreprendre un dialogue objectif avec la communauté internationale pour briser cet isolement. « J’avais conseillé à Aristide de rompre l’isolement idéologique et politique international par un dialogue objectif », regrette Seitenfus, ajoutant que cette opportunité a été négligée au détriment de l’intégration d’Haïti au sein de la dynamique latino-américaine. Pour Seitenfus, cette absence de dialogue a laissé un vide stratégique, isolant Haïti de ses voisins et entravant toute forme de collaboration et de soutien de la part de la gauche régionale.
L’isolement d’Haïti a des conséquences profondes dans un contexte où plusieurs nations latino-américaines, partageant des affinités politiques et idéologiques, ont consolidé des alliances solides pour promouvoir une intégration économique et diplomatique. Cet isolement empêche Haïti de profiter d’un appui politique plus large et de bénéficier des opportunités économiques et de solidarité offertes par ces alliances. L’influence de Voltaire au sein du CPT risque, selon Seitenfus, de maintenir ces barrières intactes, prolongeant une situation de marginalisation qui prive Haïti d’un développement autonome et solidaire.
Pour beaucoup d’observateurs, l’éventualité d’un rapprochement entre Haïti et la gauche latino-américaine pourrait permettre au pays de sortir de son impasse diplomatique, d’obtenir un appui politique contre l’ingérence étrangère et de renforcer ses capacités de développement national. Toutefois, selon Seitenfus, tant que des figures comme Leslie Voltaire, perçues comme proches de Lavalas et réticentes à ce rapprochement, occuperont des positions stratégiques, Haïti continuera à rester en marge des dynamiques régionales.
Le point de vue de Seitenfus appelle ainsi à une réflexion plus large : Haïti doit-elle repenser sa stratégie diplomatique en renouant le dialogue avec les forces politiques latino-américaines ? Pour certains, cela est indispensable pour ouvrir une nouvelle ère de coopération et pour restaurer la crédibilité internationale du pays.
