Le département d’État américain a annoncé de nouvelles sanctions à l’encontre de personnalités politiques haïtiennes, dont Jean-Max Bellerive, Nenel Cassy et Hervé Fourcand, ainsi que leurs familles. Cette décision intervient environ trois jours après que le trésor américain a sanctionné d’autres individus pour violation des droits de l’homme.
Selon le Département d’État, plus de 30 personnes ont été désignées en vertu de la section 7031(c) du Department of State, Foreign Operations, and Related Programs Appropriations Act, 2023, parmi lesquelles figurent trois politiciens haïtiens.
Le communiqué précise que Jean-Max Bellerive, ancien Premier ministre et ministre de la Planification et de la Coopération extérieure, a été sanctionné pour avoir abusé de sa position publique en participant à des activités de corruption portant atteinte à l’intégrité du gouvernement haïtien. Les membres de sa famille immédiate, y compris son épouse Myriam Estevez De Bellerive et ses filles adultes Diana Jennifer Bellerive et Jessica Bellerive, sont également concernés.
De même, Nenel Cassy, ancien sénateur, a été sanctionné pour des activités de corruption portant préjudice à l’intégrité du gouvernement haïtien, avec sa femme Katherine Cassy Chery et un enfant mineur inclus dans la désignation.
Hervé Fourcand, ancien sénateur, a également été publiquement désigné pour des activités de corruption nuisibles à l’intégrité du gouvernement haïtien.
Cette action du gouvernement américain, annoncée le 11 décembre, vise à promouvoir la responsabilisation, en lien avec la Journée internationale de la lutte contre la corruption et l’ouverture de la Conférence des États parties à la Convention des Nations unies contre la corruption.
