3 min readUn Hells Angel canadien, membre de la section des Nomads de la République dominicaine, qui tentait d’entrer en Haïti a été refoulé à l’aéroport de Port-au-Prince, mercredi de la semaine dernière, ont rapporté des médias locaux.
Richard Joseph Lévesque, 54 ans, avait décollé de l’aéroport Trudeau, à Montréal, quelques heures plus tôt, et venait d’atterrir et de se présenter aux douanes des installations aéroportuaires de la capitale haïtienne le 11 décembre, lorsque les employés d’immigration ont signalé sa présence aux douaniers, qui ont alors refusé de le laisser entrer dans le pays.

Selon nos informations, le motard aurait été refoulé en vertu de l’alinéa 11 de l’article 3 de la Loi haïtienne sur l’immigration et l’émigration, qui stipule que le gouvernement haïtien se réserve le droit de refuser l’entrée du territoire de la République à toute personne jugée indésirable. Le refoulement d’un Hells Angel canadien à l’aéroport serait une première en Haïti.
Après avoir été interpellé par les autorités, le motard a été interrogé. Lui, ses objets à l’effigie des Hells Angels et son passeport ont également été photographiés.
Il aurait passé la nuit sous surveillance avant d’être renvoyé au Canada le lendemain.
On ignore pourquoi Richard Joseph Lévesque, dont la section est établie en République dominicaine, n’a pas atterri dans ce pays plutôt qu’à Port-au-Prince.
Selon nos informations, il aurait loué une chambre en Haïti jusqu’au 20 décembre, et les autorités n’excluent pas qu’il ait prévu effectuer une ou des rencontres durant son séjour.

De plus en plus de motards ou d’individus liés au crime organisé au Québec et en Ontario sont refoulés à leur arrivée dans les pays du Sud, même lorsqu’ils sont accompagnés de membres de leur famille pour des vacances.
Dans un article publié en décembre 2017, La Presse a révélé qu’à cette époque, une dizaine de motards québécois avaient déjà été interdits de séjour à leur arrivée au Mexique et en République dominicaine.
En avril 2018, trois motards québécois ont été refoulés à leur arrivée au Brésil, où se tenait un événement international organisé par les Hells Angels.
Un membre des Hells Angels de la section South au Québec, Éric Bouffard, a été refoulé à au moins une reprise à son arrivée en République dominicaine et a porté plainte au Commissariat à la vie privée.
Il soupçonne les corps de police du Québec et du Canada de partager des informations avec les autorités de ces pays, faisant ainsi en sorte que lui et ses « frères » sont bloqués lorsqu’ils se présentent dans certains pays.
Son avocat, M.Stéphane Handfield, a fait des demandes à la Gendarmerie royale du Canada en vertu de la Loi sur l’accès aux documents des organismes publics et sur la protection des renseignements personnels visant à obtenir toutes les informations qu’elle détient sur son client.
