Justin Trudeau, premier ministre du Canada en visite dans les Caraïbes, a annoncé de nouvelles mesures pour aider Haïti, qui est en proie au chaos depuis plusieurs mois.
Contrairement à la demande d’intervention militaire évoquée par le haut-commissaire des Nations unies aux droits de l’homme la semaine dernière, M. Trudeau a annoncé jeudi que des navires de la Marine royale canadienne seraient envoyés au large de l’île d’Hispaniola pour effectuer une surveillance, recueillir des renseignements et maintenir une présence au large des côtes haïtiennes dans les semaines à venir.
Cette décision intervient peu de temps après le retour au Canada d’un avion ayant participé à une mission similaire plus tôt ce mois-ci.
Haïti fait face à une augmentation des meurtres, des viols et des enlèvements attribués à des gangs, qui ont pris de l’ampleur depuis l’assassinat en juillet 2021 du président Jovenel Moise. Le pays est actuellement dirigé par Ariel Henry, qui assume de facto la fonction de premier ministre bien qu’il n’ait pas été élu à ce poste.
En plus du déploiement de navires, le Canada a également annoncé un financement de 12,3 millions de dollars en aide humanitaire à Haïti et de 10 millions de dollars à l’Organisation internationale pour les migrations pour aider les migrants dans la région.
De plus, deux membres de l’élite haïtienne ont été ajoutés à une liste déjà longue d’individus n’ayant plus le droit de faire des affaires avec le Canada en raison de leurs liens présumés avec les gangs qui ont pris le contrôle du pays.
Après avoir rencontré Ariel Henry à huis clos jeudi, le premier ministre Trudeau a déclaré aux journalistes qu’il souhaitait que Port-au-Prince organise des élections malgré l’aggravation de l’insécurité.
