Vers la fin de la crise politique haïtienne: un accord historique paraphé entre le PM Ariel, des partis politiques, des personnalités de l’opposition et de la Société civile.-

Suite à des mois de discussions et de consultations, le comité de dialogue de l’accord du 11 septembre atterrit à un accord politiquement historique, les éléments constitutifs de cet accord ont été acceptés à l’unanimité. La preuve que le PM Ariel et ses alliés ont tenu leurs promesses de rétablir l’ordre Démocratique en Haïti.
Il faut noter que cet accord n’as pas été signé par les dirigeants des partis politiques sanctionnés par le Canada et les Etats-Unis notamment le parti PHTK de Michel Joseph Martelly. Les signataires conviennent que les nouvelles élections générales se tiendront en 2023 et l’entrée en fonction d’un nouveau gouvernement élu le 7 février 2024.
Voici les organes les plus important de cet accord:
-le (HCT) Haut Conseil de la Transition. Constitué de 3 représentants choisis par consensus.
1) Mirlande H. Manigat représentera les partis Politiques, choix incontestable du peuple Haitien;
2) Laurent Saint Cyr représentera le Secteur privé, honnête et irréprochable,
3) CALIXTE Fleuridor de la Fédération Protestante d’Haiti,
ils se réuniront 1 fois par mois avec le PM. Toutes les décisions étatiques seront prises par consensus ou par un vote à la majorité simple, soumis sous forme de résolution au conseil des ministres auquel le HCT participe mais sans droit de vote.
Le Rôle du HCT:
Participé au choix des membres du Conseil électoral provisoire (CEP), à la sélection des membres du Comité d’experts sur les amendements constitutionnels, à la réorganisation de la Cour suprême, au remaniement du Cabinet, aux changements dans la haute direction publique de l’exécutif, et Réforme diplomatique haïtienne.
-(L’OCAG) Organe de Contrôle de l’Action du Gouvernement. La mission de OCAG est d’assurer des règles de bonnes gestions et de transparence de la gouvernance publique.
En vertu de cet accord, Ariel Henry restera Premier ministre jusqu’au 7 février 2024” le Gouvernement dirigé par le Premier ministre exerce le pouvoir exécutif. Il exécute les décisions du Gouvernement qu’il dirige. Examinera la composition des éléments du gouvernement en consultation avec le HCT et procédera aux ajustements nécessaires au niveau de la haute direction du gouvernement et de l’administration publique”, indique le texte de l’accord.
Le gouvernement et le HCT doivent élaborer une feuille de route pour la transition ; pas plus d’un mois après la prise de fonction.
En outre, les signataires déclarent soutenir l’assistance internationale immédiate en matière de sécurité demandée le gouvernement le 9 octobre 2022. Soutenu par Me André Michel supporteur inconditionnel de tout consensus.
Il est important de noter qu’en vertu de l’accord, « le Premier ministre et les ministres ne peuvent pas participer à la prochaine élection. Les membres de l’OCAG ne peuvent pas participer à la prochaine élection à moins qu’ils ne démissionnent six mois avant la tenue de l’élection ; le mandat de l’OCAG expirera lorsqu’un gouvernement nouvellement élu entrera en fonction ; le mandat de HCT se poursuivra jusqu’à la fin de la première année du mandat du premier gouvernement haïtien réformé. »
Le PM Ariel Henry s’est félicité de l’adoption de ce qu’il a appelé un consensus historique.
« Ce compromis national n’est qu’un premier pas, le premier pas dans la bonne direction. Nous devons maintenant démontrer notre bonne volonté au pays en établissant rapidement nos institutions démocratiques et rendre la direction des affaires du pays au peuple haïtien en élus volontaires au sein de le cadre d’élections libres, inclusives et transparentes.
