Les récents événements en Haïti ne sauraient surprendre aucun observateur doté d’un minimum de lucidité. Le pays s’enfonce de plus en plus dans une crise sociale, économique et politique que ni le gouvernement illégitime actuel ni l’oligarchie richissime et mafieuse ne veulent voir ni entendre parler. L’un (le gouvernement) s’évertue à faire danser le peuple ou lui offrir des spectacles de foot, souhaitant que la misère serait plus supportable en dansant ou en célébrant la victoire de l’équipe brésilienne ; l’autre (l’oligarchie) affichant, jusqu’à la nausée, sa profonde haine du peuple, le considérant comme dépourvu d’humanité et indigne du moindre respect.
Pourtant, l’aveuglement, le faire-semblant, l’évasion ne peuvent en aucun cas occulter les raisons de la révolte. Et elles sont nombreuses :
• La corruption gangrénant jusqu’à la moelle le gouvernement et les institutions de l’État (y compris le Parlement, les ministères, etc.). La somme colossale de près de cinq milliards de dollars du Petro-Caribe, geste de solidarité inestimable du gouvernement bolivarien du Venezuela envers le peuple haïtien, est détournée au profit de quelques bandits, parachutés par l’impérialisme étatsunien à la tête de l’État. N’est-ce pas là le plus grand scandale financier que notre pays ait connu depuis l’odieuse dette de l’indépendance de 1820 ? On a du mal à imaginer les retombées positives d’une telle somme en termes de constructions de routes, d’écoles, d’hôpitaux, etc., si seulement le pays disposait d’un État responsable, de dirigeants intègres, de patriotes visionnaires.
• Le maintien du salaire minimum de famine plongeant dans une misère répugnante et déshumanisante des familles entières d’ouvrières et d’ouvriers. Toute velléité, de la part des travailleuses et travailleurs, pour demander d’augmenter, tant soit peu, cette paye de misère, est écrasée sans aucune considération. L’oligarchie sous-traitante et mafieuse se percevant elle-même comme l’unique bénéficiaire de droits humains fondamentaux : le droit à la nourriture, au logement, à l’éducation, à la santé, etc., ne voit, dans les revendications légitimes populaires, que l’expression de la sauvagerie et de la barbarie. N’est-ce pas là la résurgence de l’idéologie colonialiste esclavagiste dans son état le plus dégradant ?
• La destruction de notre agriculture, de notre industrie nationale, de nos services sociaux créant les conditions d’un éclatement de la société civile. Depuis des décennies, les gouvernements, qui se sont succédé au pouvoir, ont concouru, chacun à sa façon, à son rythme, à détruire notre souveraineté économique et politique. Cette politique néolibérale, conçue et mise en place par l’impérialisme, a réduit notre pays dans un état de dépendance telle que les moindres produits agricoles ou manufacturiers doivent être importés. N’est-ce pas là la soumission totale d’une nation, pourtant indépendante depuis 1804, aux intérêts d’étrangers qui perçoivent le peuple haïtien comme un groupe d’indigènes exploitables et corvéables à volonté ?
• L’acquisition de notre sol, sous-sol et territoire au profit de l’industrie extractive causant de graves risques sociaux et environnementaux. Aujourd’hui, des multinationales s’apprêtent à exploiter des mines métalliques dans le nord-est du pays. Les conséquences d’une telle exploitation sont connues : assèchement ou empoisonnement des rivières, déportations massives de populations, expropriations, etc. Malgré de multiples protestations, d’études montrant les dangers d’une telle exploitation, le gouvernement Moise ainsi que le Parlement croupion ont l’intention de signer en catimini un scandaleux projet d’exploration et éventuellement d’exploitation de nos ressources minières. Là encore, quand un gouvernement et des institutions étatiques se portent garants d’intérêts de compagnies étrangères au détriment du bien-être de la population, n’est-ce pas là la définition même du néocolonialisme ?
• L’exode massif de nos jeunes vers des États étrangers, les considérant comme des voyous et des envahisseurs. Incapable et refusant de mettre en place le moindre programme social, l’État néocolonial encourage le maximum de gens à s’expatrier. Aucun service public digne de ce nom n’est disponible pour une population dont plus de 80% vivent avec moins de deux dollars par jour. L’état complètement délabré des écoles et des hôpitaux publics ainsi que l’insalubrité des villes et des quartiers populaires illustrent bien la situation d’une nation complètement à la dérive. Mais là encore, cela n’est que le cadet des soucis de cet État fantoche.
• L’implication ouverte et démesurée de l’impérialisme (particulièrement étatsunien) depuis 1986, et surtout depuis le coup d’État de 1991, dans les affaires internes de notre pays, formant et destituant les gouvernements. Lors de la dictature sanguinaire des Duvalier, la « stabilité » du pays était assurée. Sous la protection de l’État terroriste, l’oligarchie et les compagnies étrangères pouvaient, sans crainte, exploiter, spolier et écraser toutes formes de revendications. Depuis la chute de la dictature, en 1986, l’impérialisme joue pieds et mains pour maintenir le statu quo. Il s’évertue notamment, depuis le coup d’État de 1991, à réduire l’État haïtien en un État fantoche, destiné à mettre en place strictement les mesures néolibérales. L’assujettissement de cet État atteint son apogée avec l’arrivée au pouvoir du régime mafieux de Martelly. Toutes les exactions furent permises : les fonds générés par le programme Petro-Caribe sont spoliés ouvertement et, au-delà de spectacles grossiers et misogynes du président tèt kale (crane rasé), l’écrasement du mouvement ouvrier et populaire se poursuivait.
Aujourd’hui le pourrissement de l’État néocolonial et l’exacerbation des contradictions sociales sont tels qu’il ne suffit pas de changer de gouvernement ou même d’effectuer des réformes pour arriver à long terme à des changements réels. Le cirque des élections sous le contrôle des puissances occidentales doit être combattu et dénoncé. Nous sommes à un moment de notre histoire où le choix d’un nouveau pays s’impose. Celui-ci ne pourra exister sans les luttes constantes et structurées des organisations populaires et progressistes.
