Il s’agit du cas de M. Wolf DUBIC, nommé par arrêté du Président Jovenel Moise au poste d’INSPECTEUR GENERAL DES FINANCES sans qu’il n’ait rempli l’obligation d’avoir, au minimum, 15 ans d’expérience dans l’administration économique et/ou financière
En effet, ce prérequis légal se trouve à l’article 8 du décret de 2005 créant, au Ministère de l’Economie et des Finances (MEF), un service technique déconcentré : L’Inspection Générale des Finances. L’article stipule qu’il faut justifier, pour le moins, quinze (15) années de carrière dans l’administration économique et/ou financière, ce qui n’est pas le cas pour M. Wolf DUBIC. Car, au moment de sa nomination comme Inspecteur Général des Finances, ce dernier, qui a été un contractuel de l’Etat depuis le mois de mai 2009 aux Finances, n’a cumulé que dix (10) ans d’expérience au sein de l’administration financière (documents en annexe). Aucune trace de ses services antérieurs au sein d’une quelconque administration n’a pu être décelée. Ainsi, cette nomination faite par le Président de la République est entachée d’illégalité, ce qui constitue une nouvelle tentative de faire fi des lois du pays.
Dans cette optique, le Président de la Commission Ethique et anti-Corruption demande au Président du Sénat de s’adresser au Conseil Supérieur du Pouvoir Judicaire, en particulier, le Président du CSPJ, en vue de bloquer la prestation de serment de M. Wolf Dubic par devant le doyen du Tribunal Civil de Port-au-Prince, comme le requiert ledit décret ; à moins de la présentation de nouveaux éléments pouvant justifier d’une carrière de quinze (15) ans (minimum), au sein de l’administration économique et/ou financière.
