Quand l’appareil judiciaire d’un pays ne procure pas aux citoyens confiance et assurance deux constats peuvent être envisagés : soit le pays est livré à lui même où un petit groupe détient le monopole des choses publiques, de ce fait il donne justice à qui il veut selon ses intérêts.
Soit le pays est livré au banditisme où chacun cherche à assurer sa propre justice, donc le territoire est devenu un jungle.
Dans les deux constats, l’Etat de droit n’existe pas.
Haïti est-elle dans cette situation? Ou du moins la justice haïtienne est elle sous l’ordre d’un autre puissant pays?
Que devrait faire si c’est le cas le parlement haïtien?
L’événement des 7 individus étrangers lourdement armés nous aidera d’éclaircir notre point de vue.
Après l’arrestation des 7 individus étrangers qui devraient passer devant les tribunaux du droit commun, le ministre de la justice et de la sécurité publique, Me Jean Roudy Aly les a envoyé sans consulter la loi non plus les autorités à savoir le président Jovenel Moïse et le premier ministre Jean Henry Céant.

Si le ministre les a extradé, semblerait-il, qu’il connaîtrait pourquoi et comment les 7 individus lourdement armés étaient-ils venus en Haïti ?
Nous estimons qu’il est plus nécessaire que la lumière soit faite sur ce dossier qui divise tout ; la primature et la présidence, et crée une confusion au sein de la population haïtienne.
Par conséquent, une interprétation aussi méthodologique ,comme celle du groupe minoritaire à la chambre basse serait, dans la mesure où il n’y a pas de démagogie politique, un appel au redressement de l’appareil judiciaire en Haïti.
