L’ONU inquiète face à la violence « inimaginable » des gangs en Haïti.-

« J’exhorte la communauté internationale à redoubler d’efforts pour empêcher que la situation ne devienne encore plus incontrôlable« , a demandé la Haute-Commissaire de l’ONU aux droits de l’homme, Michelle Bachelet, dans un communiqué.
Selon l’ONU, au moins 92 personnes non affiliées à des gangs et 96 personnes présumées membres de gangs auraient été tuées lors d’attaques armées coordonnées à Port-au-Prince entre le 24 avril et le 16 mai. Mais le bilan réel pourrait être beaucoup plus élevé.
Selon des chiffres corroborés par des responsables onusiens, 113 autres personnes ont été blessées, 12 ont été portées disparues et 49 ont été enlevées contre rançon.
« La violence armée a atteint des niveaux inimaginables et intolérables en Haïti », a déclaré Mme Bachelet.
Des décapitations, mutilations et assassinats de mineurs signalés
Des violences extrêmes ont été signalées, selon l’ONU, avec notamment des décapitations, des mutilations et des corps incendiés, ainsi que l’assassinat de mineurs accusés d’informer un gang rival.
La violence sexuelle, y compris le viol collectif d’enfants âgés d’à peine 10 ans, a également été utilisée par les gangs.
Pour Michelle Bachelet, « il est crucial que des mesures urgentes soient prises pour rétablir l’Etat de droit, protéger la population contre la violence armée et demander des comptes aux commanditaires politiques et économiques de ces gangs« .
Ces violences ont contraint des milliers de personnes, y compris des enfants, à abandonner leur lieu de résidence au cours des trois dernières semaines.
La Haute-Commissaire de l’ONU aux droits de l’homme a dénoncé « l’impact sévère » de la violence des gangs « sur les droits humains les plus fondamentaux des personnes« , avec des dizaines d’écoles, de centres médicaux, d’entreprises et de marchés fermés, et de nombreuses personnes qui ont du mal à trouver des produits de base.
La circulation sur les deux principales routes nationales reliant la capitale au reste du pays a également été sérieusement compromise, les gangs contrôlant l’accès aux zones sous leur influence.
« Ces restrictions à la circulation des personnes et des biens pourraient également avoir des effets dévastateurs à long terme sur la situation économique déjà difficile en Haïti« , a estimé Michelle Bachelet.
Depuis plusieurs décennies, les bandes armées sévissent dans les quartiers les plus pauvres de Port-au-Prince, mais elles ont drastiquement accru leur emprise sur la ville et le pays ces dernières années, multipliant assassinats et enlèvements crapuleux.
