Les pays d’Amérique latine ont apporté leur soutien au Parlement péruvien et à Dina Boluarte
Pedro Castillo n’a pas résisté à une troisième procédure de destitution du Parlement et, après à peine dix-sept mois, cède le pouvoir à sa vice-présidente Dina Boluarte, investie mercredi à la tête du Pérou, pays qui connait des crises politiques à répétition.
« J’assume (le pouvoir) conformément à la Constitution du Pérou, à partir de ce moment » et jusqu’en « juillet 2026 », lorsque devait prendre fin le mandat de Castillo, a déclaré lors d’une cérémonie devant le Parlement Dina Boluarte, une avocate de 60 ans. Elue en juillet 2021 aux côtés du désormais ancien président de gauche et issue du même parti d’inspiration marxiste (Peru libre) que lui, elle est la première femme à diriger le Pérou.
Castillo « en état d’arrestation »
Pedro Castillo, 53 ans, a été « placé en état d’arrestation », a annoncé à la presse la procureure Marita Barreto, après la publication par l’administration judiciaire d’images montrant l’ancien chef de l’Etat assis dans un fauteuil et entouré de procureurs et de policiers.
Une source judiciaire a précisé à l’AFP qu’une enquête pour « rébellion », après sa tentative de dissolution du Parlement, avait été ouverte contre Castillo. Elle vient s’ajouter aux six autres enquêtes pour corruption ou trafic d’influence le visant, dont sont également accusés des membres de sa famille et de son entourage politique.
« Coup d’Etat »
Sa destitution pour « incapacité morale », retransmise en direct à la télévision, a été approuvée par 101 des 130 parlementaires, dont 80 dans l’opposition. Dans un effort de dernière minute pour se sauver de la destitution, l’ancien président avait annoncé la dissolution du Parlement quelques heures seulement avant que ce dernier ne se réunisse pour débattre de son sort.
Il avait également annoncé la mise en place d’un « gouvernement d’urgence exceptionnel » visant à « rétablir l’Etat de droit et la démocratie », assurant vouloir « convoquer dans les plus brefs délais un nouveau Congrès doté de pouvoirs constituants pour rédiger une nouvelle Constitution dans un délai ne dépassant pas neuf mois ».
« Le système judiciaire, le pouvoir judiciaire, le ministère public, le conseil national de la justice, la cour constitutionnelle sont déclarés en réorganisation », avait-il également précisé. Une manoeuvre rapidement qualifiée de « coup d’Etat » tant par sa vice-présidente Dina Boluarte que par le président de la Cour constitutionnelle Francisco Morales, estimant que « personne ne doit obéissance à un gouvernement usurpateur ».
« Ordre constitutionnel »
Rapidement, des centaines de manifestants se sont rassemblés dans le calme devant le Parlement. « Nous sommes fatigués de ce gouvernement corrompu, de ce gouvernement qui (nous) vole depuis le premier jour », a déclaré à l’AFP Johana Salazar, une ouvrière de 51 ans.
D’autres prenaient sa défense et appelaient « au respect du vote du peuple », comme Sissy, une employée municipale de 50 ans, estimant que « depuis que le président est arrivé, ils l’ont humilié, ils n’ont pas accepté un président issu des provinces », en référence à l’ex-instituteur en zone rurale pendant 24 ans, novice en politique.
Les réactions internationales ont afflué, particulièrement des pays d’Amérique latine. La diplomatie américaine a immédiatement fait savoir qu’elle ne considérait plus Pedro Castillo comme le président du pays en exercice, saluant le rôle des parlementaires. « Nous rejetterons catégoriquement tout acte qui contrevient (…) à toute Constitution, tout acte qui sape la démocratie, a déclaré le porte-parole du département d’Etat Ned Price.
Le président élu du Brésil Luiz Inacio Lula da Silva a indiqué trouver « toujours regrettable qu’un président démocratiquement élu subisse un tel sort », mais il s’est félicité que « tout a été mené dans le cadre constitutionnel ». Le gouvernement mexicain a appelé au « respect de la démocratie et des droits de l’homme ». Le gouvernement espagnol a « fermement condamné la rupture de l’ordre constitutionnel au Pérou et se félicite du rétablissement de la normalité démocratique ».
Entré en fonctions en juillet 2021, Castillo avait déjà échappé à deux motions de destitution pour « incapacité morale » –qui ont déjà fait chuter deux présidents en exercice, Pedro Pablo Kuczynski (droite) en 2018 et Martin Vizcarra (centre) en 2020–, dont la dernière en mars 2022. Il lui était notamment reproché des crises ministérielles à répétition et la formation de quatre gouvernements en huit mois, fait inédit au Pérou.
