La Cour Supérieur des Comptes et du Contentieux Administratifs (CSC/CA) sollicite du Sénat de la République, des détails sur l’utilisation de 50 millions de gourdes pour un projet de renforcement institutionnel, dans le cadre des fonds Petrocaribe.

Dans une correspondance en date du 14 mars 2019, la Cour des Comptes dit avoir constaté que le Grand Corps gérait des projets financés par le fonds Petrocaribe. Dans un tableau financier, la CSC-CA montre qu’un montant estimé à 50 millions de gourdes réservé au renforcement institutionnel, a été transféré en septembre 2012, au numéro de compte 121-263-700.
En ce sens, la Cour exige des rapports financiers et tous autres documents tant administratifs que techniques et financiers « afférents à ces projets. Les conseillers de la CSC-CA requièrent que lui soit transmise pour chaque projet, la documentation relative aux fiches techniques, aux contrats, aux déboursés, aux rapports de fin de travaux et aux divers autres documents.
Une commission composée de deux (2) vérificateurs accrédités de l’institution, en vue de recevoir, après inventaire ces documents, a aussi été mise sur pieds.
La Cour des Comptes invite le Sénat de la République à passer des instructions nécessaires, afin de mettre à sa disposition, dans le plus bref délai, tous les dossiers relatifs à ces projets.
Cette correspondance est survenue, moins d’un mois avant la sortie du rapport final d’audit de la CSC-CA, sur la gestion des fonds Petrocaribe.
