Un scandale de trop à l’ONA.-

L’impunité qui sévit dans le pays ne peut qu’attiser le penchant du Directeur Général de l’ONA, Monsieur Chesnel Pierre, pour la malversation.
Des personnalités de toutes tendances et de tous milieux font état de leur déception face à cette situation de Corruption généralisée qui prévaut au sein de l’ETAT et en particulier à l’ONA qui devait garantir la sécurité sociale de ses assurés.
On se rappelle de la récente décision de certaines institutions de se retirer du CAOSS suite à la publication du rapport d’enquête de la Cour Supérieure des Comptes et du Contentieux Administratif sur les cas flagrant de Corruption au sein de cette boîte. “Cette Corruption qui n’en finit pas!” selon un retraité de l’ONA qui, sous couvert d’anonymat, ajoute: “l’ONA a 5 mois de retard sur le paiement de ma pension qui d’ailleurs ne vaut plus grand chose avec la dévaluation de la gourde.“
Mais, que le fonds de pension respecte ou pas ses engagements envers les assurés, semble être le cadet des soucis de la Direction de l’ONA. Chesnel Pierre, qui est encore à sa tête, malgré les pertes faramineuses constatées (5 milliards de gourdes), est soutenu par l’Executif et n’entend pas divorcer de ses pratiques de détournement financier. Il en va de même pour les prêts illégaux qui lui ont si bien réussi jusqu’ici. Plus de 80 000 us$ l’an d’écolage pour les Universités étrangères de ses enfants, de nouvelles voitures, de nouvelles maisons, de nouvelles maîtresses, de nouveaux costumes et de nouveaux investissements personnels, ont beaucoup changé Chesnel. Ses proches s’en trouvent d’ailleurs fort attristés selon un collègue avocat, qui craint que le DG de l’ONA n’ait perdu tout sens de la réalité.
Si Jovenel Moïse et consorts protègent encore ce champion de la Corruption à la tête de l’Institution, c’est sans nul doute parce qu’il leur est très utile. En concoctant toutes sortes de montages susceptibles de répondre à leurs moindres caprices, Chesnel a su se rendre indispensable; en témoigne d’ailleurs le dernier montant de 250 millions de gourdes qu’il a bien voulu transférer au Ministère de la Justice pour, dit-on, couvrir les millions dépensés par l’ancien “présumé Premier Ministre” LAPIN.
On est donc en droit de se demander: pourquoi cette gabegie continue-t-elle au vu et au su de l’UCREF, de l’ULCC, de la presse, et même des organismes de droits humains pour qui la gestion dite abusive du numéro 1 de l’ONA ne saurait être un secret ? On est également en droit de demander: qui finira, à un moment de la durée, par se soucier des intérêts des assurés et des pensionnaires de L’ONA, aujourd’hui carrément dépouillés sans même le comprendre ? Car, après tout, si ce que l’on rapporte est vrai, c’est avec leur argent que Chesnel Pierre exécute les largesses qui le maintiennent au timon des affaires de détournement; au moins pour quelque temps.
