L’implantation de feux de signalisation permet généralement de mieux répartir le temps de passage de chaque voie au niveau d’une intersection. Tout d’abord, en l’absence d’une signalisation complémentaire, c’est la règle de la priorité à droite qui s’applique.
Cependant, certains feux sont accompagnés d’un panneau de signalisation pour pallier d’éventuelles pannes. Enfin, il est essentiel d’informer la Direction Centrale de la Police Routière et de la circulation de la panne afin qu’elle puisse rapidement déclencher une intervention auprès d’un réparateur.
Quelles sont les règles à respecter lorsque le feu tricolore ne fonctionne pas ?
Dès lors qu’un conducteur constate une panne de feu de signalisation au niveau d’un croisement, il doit faire preuve de prudence afin de pouvoir traverser l’intersection en toute sécurité. Pour savoir quand un feu tricolore est en panne, il suffit de l’observer quelques instants. Si le feu du milieu clignote ou si aucun des trois feux ne fonctionne, il s’agit bien d’une panne. Dans ce cas, il est formellement déconseillé aux usagers d’accélérer pour passer le plus vite possible sans prêter attention aux autres véhicules.
En effet, même si la panne a lieu très tôt le matin et que la circulation est faible, le risque de collision demeure très présent. Aussi, plutôt que d’engendrer une situation de danger supplémentaire, il convient de ralentir afin de bien observer son environnement de conduite.
Céder la priorité à droite
Dans les cas où les feux de signalisation sont en panne, la priorité revient aux véhicules qui arrivent par la droite. De fait, le véhicule qui circule sur la voie où le feu tricolore est positionné devra s’arrêter afin de leur céder le passage. Pour cela, il devra nécessairement réaliser des contrôles visuels de chaque côté de la chaussée avant d’avancer son véhicule.
Lors d’un dysfonctionnement de ce genre, il est vivement conseillé de ne pas forcer le passage afin de limiter le risque de collision latérale.
Cependant, en présence d’un ralentissement important, les automobilistes pourront également faire preuve de courtoisie afin de fluidifier le trafic.

C’est pourtant très simple : si le feu de circulation fonctionne, il ne faut pas tenir compte du panneau, dans le cas contraire c’est le panneau qui fixe les modalités de franchissement de l’intersection.

Chaque municipalité est libre de mettre à disposition le service de son choix pour permettre aux usagers de remonter les pannes liées aux feux de signalisation.
Généralement, les informations sont disponibles sur le site web officiel de chaque agglomération mais en haiti ce n’est pas le cas, pas de site internet voire une page sur facebook.
