Dans une note rendue publique ce 6 janvier 2020, l’OCNH donne sa position sur le communiqué du (MJSP) relatif au délai pour l’obtention de la CIN Dermalog.-

L’Organisation des Citoyens pour une Nouvelle Haïti (OCNH) prend acte du communiqué émanant du Ministère de la Justice et de la Securité Publique  » MJSP » en date du 31 décembre 2019 accordant un nouveau délai pour obtenir la CIN et se fait le devoir de rappeler au Ministère de la Justice et de la Securité Publique « MJSP » que ce communiqué laisse la situation inchangée. le problème demeure entier !

Vu que le Projet de Loi Instituant la Carte d’Identification Nationale Unique et Portant Sur La Protection des Données Personnelles adopté en Conseil des ministres au Palais National le 19 avril 2017 n’a reçu la validation d’aucune des branches du Pouvoir Législatif ;

Vu que le Décret du 1er Juin 2005 relatif à la Carte d’Identification Nationale n’a toujours pas été abrogé ;

Vu que les 16 février et 11 avril 2018 la Cour Supérieure des Comptes et du Contentieux Administratif (CSC/CA) a émis deux avis défavorables à la signature du contrat liant l’Etat haïtien et la firme Dermalog ;

Vu que dans les premières conclusions de son rapport préliminaire concernant l’affaire Dermalog, la commission éthique et anticorruption du Sénat a souligné, entre autres, qu’il y a détournement de fonds et plusieurs erreurs graves dans le contrat signé entre l’Etat et la firme Dermalog ;

Considérant que la nouvelle carte dont fait mention le communiqué du 31 décembre 2019 attribue à chaque citoyen un Numéro d’Identification Unique en absence de toute provision légale;

Considérant que le Numéro d’Identification National (NIN) est toujours en vigueur ;

L’organisation de promotion et défense des droits humains recommande au MInistère de la Justice et de la Sécurité Publique  » MJSP » :

De mettre immédiatement fin au processus de fabrication de nouvelles cartes par la firme Dermalog ;

De veiller à ce qu’un nouveau contrat validé par la CSC/CA soit signé avec une firme de production engagée en toute conformité avec les prescrits de la loi publiée le 12 juin 2009 dans Le Moniteur ;

De prendre toute disposition pour permettre à ce que tous les citoyens concernés soient en mesure de retirer leur carte d’identification trois mois après le lancement du processus de fabrication des cartes.

Ces actions contribueront grandement au respect du droit à l’identité en Haiti.
