Le conflit actuel pèse sur le marché du travail et sur les finances.
Mais, fort de son remarquable engagement dans la haute technologie, le pays a accumulé une position extérieure nette conséquente. Cette épargne pourrait être mobilisée pour faire face au coût de la guerre. Suffira-t-elle demain ?
Neuf millions d’habitants
Israël fait partie de la grande région MENAT (Middle East, North Africa, Turkey) à la démographie dynamique : entre 1960 et 2022, le taux de croissance annuel moyen de la population y a été de 2,4 %, contre 1,6 % dans le monde et 0,4 % en Europe. Alors qu’en 1960 l’Europe était trois fois plus peuplée que cette région, elle l’est aujourd’hui un peu moins : 550 millions contre 577 millions.
Sur cette longue période, la croissance de la population en Israël et en Palestine (définie par les Nations unies comme l’ensemble que forment la Bande de Gaza, la Cisjordanie et Jérusalem-Est) a été légèrement supérieure à la moyenne régionale (respectivement 2,5 et 2,6 %). Sur la dernière décennie, néanmoins, la croissance démographique en Palestine a été plus élevée : 2,3 %, contre 1,8 % en Israël et 1,6 % dans la région MENAT.
En 2022, la Palestine compte autant d’habitants que le Liban, environ 5 millions, tandis que les Israéliens sont aussi nombreux que les Émiratis, environ 9 millions. C’est peu, comparé aux trois pays les plus peuplés de la région, l’Égypte, l’Iran et la Turquie qui abritent respectivement 111, 89 et 85 millions d’habitants, soit, ensemble, près de la moitié de la population de la zone.
L’insertion commerciale d’Israël
Dans cette région, Israël est aujourd’hui la seule économie avancée selon les critères du Fonds monétaire international. Ses habitants ne sont cependant pas les plus riches. Plusieurs pays du Golfe le sont davantage grâce à leur rente énergétique, notamment le Qatar dont le PIB réel par habitant en parité de pouvoir d’achat est pratiquement le double de celui d’Israël.
Forte de ses ressources énergétiques, la région commerce surtout avec des pays tiers (90 % de ses échanges en 2021), leur vendant des matières premières et leur achetant des produits manufacturés. Les échanges au sein de la région ont longtemps été limités en raison de la faiblesse du niveau de développement de la plupart des pays qui la composent, du peu de complémentarité de leurs spécialisations et des conflits qui s’y sont déroulés.
Mais depuis le début des années 2000, et à la suite notamment du décollage de l’industrie turque, qui a développé une large gamme de produits manufacturés à prix compétitifs, les flux intra-zone ont augmenté : ils représentent 10 % du commerce total des pays de la région en 2021, contre 4 % en 2000.
L’insertion commerciale d’Israël dans la région est plus forte : en 2021, 12 % de ses exportations y sont destinées et 14 % de ses importations en proviennent.
Deux partenaires jouent un rôle important dans ces échanges : la Palestine et la Turquie.
La Palestine, qui reçoit plus de la moitié des exportations régionales d’Israël, se situe au troisième rang de ses clients au niveau mondial (6,5 % en 2021), après les États-Unis et la Chine (respectivement 26,8 et 7,9 %). C’est un commerce contraint en raison des restrictions et obstacles imposés par l’État hébreu aux échanges palestiniens avec le reste du monde.
La Turquie, après la Chine et les États-Unis, est le troisième fournisseur de l’État hébreu (respectivement 14,5, 11,5 et 6,8 % en 2021), auquel elle vend 65 % de l’acier qu’il consomme. En dépit de leurs difficultés relationnelles tenant notamment au conflit israélo-palestinien, les deux pays, liés depuis 1996 par un accord de libre-échange, ont jusqu’ici maintenu des échanges soutenus. Mais la guerre actuelle, qui secrète de part et d’autre des appels au boycott, tend à les réduire : les exportations de la Turquie vers Israël auraient chuté de moitié depuis début octobre dernier, selon le ministre turc du Commerce.
Le fulgurant essor des ventes de services innovants
S’en tenir aux échanges de marchandises offre cependant une vision biaisée de l’insertion d’Israël dans le commerce international. Ses ventes de services ont en effet connu un essor fulgurant au cours de la dernière décennie et représentaient en 2021 plus de la moitié du total de ses exportations (53 %), bien avant celles de produits électroniques (13 %) et chimiques (11 %).
Les services liés aux technologies de l’information et de la télécommunication (TIC) totalisent à eux seuls 41 % des exportations de biens et services de l’État hébreu. Suivent les exportations de services techniques et de conseil, dont l’un des postes est la recherche et développement (R&D), et, dans le secteur manufacturier, de produits électroniques à haute valeur ajoutée. Autant de spécialisations qui témoignent du poids de l’innovation dans l’économie israélienne. Selon le Centre du commerce international (agence conjointe de l’ONU et de l’OMC), les ventes de services liés aux TIC du pays s’adressent pour l’essentiel aux pays avancés.
L’essor du secteur des services liés aux TIC tient à la création volontariste d’un écosystème favorable. Dès 1992, le gouvernement israélien a investi 100 millions de dollars dans un fonds de capital-risque à vocation militaire, le programme Yozma (initiative en hébreu). Abondé par des fonds privés à hauteur de 11 milliards, ce programme a financé 168 start-up high-tech qui ont généré plus d’un milliard de dollars d’exportations en l’espace de douze ans. La dynamique ainsi enclenchée a fait d’Israël un hub technologique dans les domaines de la cybersécurité, des logiciels et des échanges de données, mais aussi de la pharmacie et de l’agriculture.
Cette dynamique a également été alimentée par les dépenses de la R&D engagées par l’État et par des fondations israélo-américaines créées dans les années 1970, à commencer par Bird (Binational R&D Foundation), BSF (Binational Science Foundation) et Bard (Binational Agriculture and R&D Fund). En 2020, selon l’OCDE, le financement des dépenses de R&D en Israël provenait pour 50 % de l’étranger, pour 40 % des entreprises israéliennes, pour 9 % du gouvernement et pour 1 % des institutions privées nationales à but non lucratif.
Ce modèle, qui a attiré environ 500 multinationales versées dans le high-tech, a aussi favorisé la création d’emplois technologiques dans l’ensemble de l’économie. Leur part dans l’emploi total salarié représente 14 % en 2022, contre 10,6 % en 2014.
L’aide internationale, poste clef du compte courant israélien
Le compte courant d’Israël révèle un autre aspect de l’évolution de son insertion internationale. En effet, les revenus secondaires reçus de l’étranger – l’aide extérieure, essentiellement – ont été cruciaux pendant la phase de développement de l’économie israélienne pour faire face à l’énorme déficit de la balance commerciale. Celle-ci a atteint plus d’un cinquième du PIB en 1975.
Grâce à la stabilisation macro-économique entreprise dans les années 1980 par Shimon Peres, le pays est ensuite entré dans un régime de croissance vertueux. Son déficit dans les échanges de biens s’est sensiblement réduit et, à partir des années 2000, les excédents engendrés dans les échanges de services (8 % du PIB en 2022) lui ont permis de dégager pour la première fois une capacité de financement durable. Aussi, le solde courant, positif depuis 2003, s’élève à 4 % du PIB en 2022 et le solde des revenus secondaires, toujours en 2022, ne représente plus que 2 % du PIB, contre 18 % en 1973, année de la guerre de Kippour.
Les États-Unis sont le premier apporteur de fonds à Israël, et Israël est le principal récipiendaire de l’aide américaine depuis 1976. D’après le dernier rapport du service de recherche du Congrès américain, le cumul de l’aide des États-Unis à Israël entre 1946 et septembre 2023 est de 159 milliards de dollars courants (260 milliards de dollars constants de 2021). De 1971 à 2007, une partie significative de cette aide relevait du soutien économique ; elle est désormais quasi exclusivement militaire.
Par ailleurs, depuis 1991, Israël est le seul pays autorisé par le Congrès à placer l’aide qui lui est accordée sur un compte rémunéré aux États-Unis. Enfin, depuis 2021 et jusqu’au déclenchement de la guerre actuelle, le Congrès a voté l’octroi à Israël de 3,3 milliards de dollars courants d’aide militaire par an. S’ajoutent à cette somme d’autres montants spécifiques à la défense aérienne (anti-missiles, Dôme de fer). En 2022, au total, les 4,8 milliards de dollars d’aide militaire votés par le Congrès américain représentent 80 % des crédits reçus par le gouvernement israélien au titre de la coopération internationale.
Une position extérieure nette très positive en 2022
Fondée sur d’importants investissements dans le high-tech et sur l’exportation de services haut de gamme vers les pays avancés, la spécialisation commerciale réussie d’Israël a contribué à une amélioration substantielle de sa position extérieure nette depuis une quinzaine d’années.
Cette jeune économie avancée dispose donc d’un excès d’épargne à l’instar de l’Allemagne. Autrement dit, les résidents en Israël ont accumulé à l’étranger plus de capitaux qu’ils n’en ont reçu du reste du monde. Leur patrimoine net s’élève ainsi en 2022 à 159 milliards de dollars, soit 30 % du PIB.
Cette épargne, confortable par temps de paix, pourrait-elle suffire en cas de prolongement de la guerre ?
