Le Premier ministre nommé Jean-Henry Céant a rencontré dans la soirée du mardi 14 août, 11 députés du Groupe des 16 à la chambre basse dans le cadre des discussions autour de la formation du cabinet ministériel et la ratification de sa déclaration de politique générale. Les parlementaires ont plaidé durant leur rencontre avec le notaire en faveur d’une politique d’austérité et de rationalisation des dépenses publiques.
En ce sens, les élus du peuple pensent que le Premier ministre nommé devrait aller vers une réduction du nombre de ministères, de passer de 18 à 14 ou 15 et d’en supprimer quelques-uns dont celui des Haïtiens vivant à l’Etranger (MHAVE) qui serait rattaché au Ministère des Affaires Etrangères. Aussi , poursuit-il, le ministère à la Condition féminine et des droits des femmes (MCFDF) pourrait être ramenée, dans le cadre d’une politique de gestion des maigres ressources de l’Etat, au sein du ministère des Affaires sociales et du Travail (MAST).
Ces propositions concernent aussi le ministère de la culture et de la communication ainsi que le ministère des sports.
Des propositions qui, comme le reconnait l’élu de Grand-Goâve, Jean Marcel Lumérant, risquent de ne pas plaire notamment aux femmes (féministes). « Tout le monde comprend qu’aujourd’hui, les maigres ressources de l’Etat doivent être utilisées de manière efficace et efficiente », dit-il, tout en disant qu’il ne s’agit que des souhaits.
Par ailleurs, le député Lumérant a tenu à souligner que ses pairs n’ont exigé du Premier ministre nommé aucun poste au gouvernement, a indiqué que le vote de son groupe sera conditionné au respect des exigences constitutionnelles dans le choix des personnalités devant constituer le cabinet ministériel.
