Port-au-Prince, 2 mai 2025 – L’administration américaine a officiellement désigné les puissantes coalitions de gangs haïtiens Viv Ansanm et Gran Grif comme organisations terroristes étrangères, une décision aux conséquences géopolitiques et humanitaires majeures pour Haïti, déjà plongée dans une crise sécuritaire sans précédent.
Deux groupes, un pays sous emprise
Viv Ansanm regroupe les principaux gangs de Port-au-Prince, incluant le G9 et le G-PEP. Gran Grif, actif dans l’Artibonite, contrôle des zones stratégiques au nord de la capitale. Une réponse à l’inaction locale
Les États-Unis invoquent le décret 13224 pour justifier cette mesure, déjà prise un mois plus tôt par la République dominicaine. À Port-au-Prince, une grande partie de la capitale échappe au contrôle de l’État, tandis que la Mission Multinationale d’Appui à la Sécurité (MMAS), déployée depuis 2024, peine à contenir les violences.
Les violences ont franchi un nouveau cap début 2025, avec l’attaque de l’aéroport international, l’occupation de quartiers entiers, et des enlèvements ciblant notamment des ressortissants étrangers.

“La désignation comme terroristes pourrait couper l’accès à l’aide pour des centaines de milliers de civils”, prévient un représentant du CARDH (Centre d’Analyse et de Recherche en Droits de l’Homme).
Une escalade possible
Le CARDH redoute une radicalisation accrue des gangs, qui pourraient chercher des alliances avec des réseaux terroristes internationaux. La République dominicaine, de son côté, a renforcé son dispositif militaire à la frontière, invoquant une doctrine antiterroriste inédite dans les Caraïbes.
Le rapport se conclut par un constat alarmant : sans réforme du système judiciaire, sans rupture entre les élites et les groupes armés, et sans action coordonnée entre les acteurs internationaux et locaux, Haïti risque de basculer durablement dans le chaos.
« La désignation terroriste, en soi, ne suffira pas à éradiquer les gangs. Elle pourrait même, sans stratégie claire, accélérer la décomposition de l’État haïtien », avertit le CARDH.
