Le 14 juin 2024, la ministre des Affaires Étrangères, Dominique Dupuy, a adressé une lettre à Rogavil Boisguene, président de la Cour Supérieure des Comptes et du Contentieux Administratif (CSCCA), sollicitant un audit exhaustif de la gestion du ministère des Affaires Étrangères (MAE) et des missions diplomatiques haïtiennes pour la période allant du 1er octobre 2021 au 30 juin 2024. Cette demande s’inscrit dans un contexte de réformes et de lutte contre la corruption au sein du ministère.
Cette initiative survient après une série de scandales révélés sous l’administration précédente. L’ancien ministre des Affaires Étrangères et des Cultes, Jean-Victor Généus, a été impliqué dans des pratiques controversées. Il a notamment nommé Pierre François Wedlyne comme ambassadrice d’Haïti au Chili, malgré l’absence de qualifications académiques de cette dernière et plusieurs accusations de corruption à son encontre. De plus, Brunet Pierre Philippe, chargé d’affaires d’Haïti en Colombie, a été impliqué dans une affaire de viol, selon un rapport de la justice colombienne. Ces incidents ont conduit au rappel de plus de 80 autres diplomates.
Le rapport que notre rédaction a pu consulter révèle également que plusieurs anciens députés et sénateurs ont utilisé leur influence pour placer des membres de leur famille dans des consulats et des ambassades haïtiennes. Ces personnes ont souvent acquis la nationalité du pays hôte et occupé des emplois parallèles, notamment comme infirmières ou agents de sécurité, ce qui constitue un conflit d’intérêt flagrant.
Face à ces révélations accablantes, la ministre Dominique Dupuy a exprimé sa détermination à nettoyer le ministère et à rétablir l’intégrité des services diplomatiques haïtiens. Selon une source interne au MAE, Mme Dupuy s’engage à combattre fermement la corruption et à instaurer des pratiques de gestion plus transparentes et rigoureuses.
