Le Mexique suspend ses relations avec l’Equateur

Le Mexique a annoncé vendredi « la rupture immédiate » de ses relations diplomatiques avec l’Equateur. Et ce, au motif que des policiers équatoriens ont investi l’ambassade mexicaine à Quito pour y arrêter l’ancien vice-président du pays sud-américain Jorge Glas qui s’y était réfugié.

« Compte tenu de la violation flagrante de la Convention de Vienne sur les relations diplomatiques et les blessures subies par le personnel diplomatique mexicain en Equateur, le Mexique annonce la rupture immédiate des relations diplomatiques avec l’Equateur », a écrit la ministre des Affaires étrangères Alicia Bárcena sur le réseau social X.

Le président mexicain Andres Manuel Lopez Obrador a qualifié de son côté cette intervention de « violation flagrante du droit international et de la souveraineté du Mexique », dans un message également diffusé sur X.

L’ancien vice-président arrêté

Le Mexique avait accordé vendredi l’asile à Jorge Glas, réfugié depuis le 17 décembre dans son ambassade à Quito et visé par un mandat d’arrêt pour corruption présumée. Quito avait dans la foulée qualifié cette décision d' »illégale ».

Le ministère équatorien de la Communication a annoncé vendredi l’arrestation et le placement « sous les ordres des autorités compétentes » de l’ancien vice-président, en poste de 2013 à 2017 sous la présidence de Rafael Correa.

Jorge Glas a été condamné à six ans de prison en 2017 après avoir été reconnu coupable d’avoir reçu des pots-de-vin de la part de l’entreprise de construction brésilienne Odebrecht en échange de l’attribution de marchés publics. Il faisait l’objet d’un mandat d’arrêt préventif dans le cadre d’une autre affaire de corruption.

Des images diffusées par des médias locaux ont montré l’entrée de policiers en uniforme dans l’ambassade du Mexique, située dans le nord de Quito, afin d’y arrêter Jorge Glas.

Ambassadrice déclarée persona non grata

« Chaque ambassade a un objectif unique: servir d’espace diplomatique dans le but de renforcer les relations entre les pays », a expliqué le ministère équatorien de la Communication, en ajoutant qu' »aucun criminel ne peut être considéré comme une personne politiquement persécutée ».

L’octroi de l’asile à Jorge Glas vendredi par le Mexique est intervenu au lendemain de la décision de l’Equateur d’expulser l’ambassadrice mexicaine à Quito, Raquel Serur. Cette dernière a été déclarée persona non grata à la suite de remarques du président Andrés Manuel López Obrador sur la violence politique en Équateur.
