Michel Patrick Boisvert occupe actuellement le poste de ministre de l’économie et des finances.

Le vendredi 30 juin 2023, Ensemble Contre la Corruption (ECC) a adressé une correspondance au ministre des finances, Michel Patrick Boisvert, soulignant la nécessité de rendre public le niveau de salaire attribué aux ministres de tutelle des entreprises et institutions publiques autonomes, notamment l’OAVC, l’OFATMA, l’ONA, l’APN, l’AAN, et bien d’autres.

ECC demande ainsi au ministre Boisvert de confirmer ou d’infirmer si le ministre actuel du MTPTC perçoit effectivement un salaire mensuel de 10 000,00 USD de l’AAN et de 8 000,00 USD de l’APN. L’organisation souhaite également savoir si le niveau exact de sa rémunération mensuelle peut être divulgué.

ECC met en évidence le fait que ces entreprises génèrent chaque année des millions de dollars américains et des milliards de gourdes. Cependant, cette masse monétaire ne passe pas par le système fiscal, échappant ainsi aux contrôles stricts de la comptabilité publique. Cette situation permet aux détenteurs du pouvoir politique de manipuler ces fonds à leur guise, comme le souligne la correspondance.

Malgré l’importance des fonds générés par ces entreprises et institutions publiques, ECC déplore le manque de transparence qui les entoure : l’absence d’audit comptable et financier, le non-partage des rapports financiers avec la CSCCA, et le manquement à l’obligation de communiquer annuellement sur leur performance financière, leur bilan et leurs résultats d’exploitation.

L’organisation rappelle que même si ces institutions sont régies par une loi organique en vigueur, chacune d’entre elles dispose d’un Conseil d’Administration censé assurer une bonne gestion. Cependant, ces conseils n’ont aucun pouvoir réel sur la stratégie, l’orientation et les opérations, et ils ne contrôlent pas la direction générale. Les membres de ces conseils perçoivent tout de même une rémunération mensuelle sous forme de jeton de présence, même en l’absence de réunions.

Pour ECC, cette forme de gouvernance publique constitue un affront envers les personnes les plus démunies du pays, celles qui vivent dans l’insécurité alimentaire, ainsi que les familles qui ne peuvent pas permettre la scolarisation de leurs enfants. Cela met également en évidence le dysfonctionnement du ministère de l’Économie et des Finances, qui peine à mobiliser des fonds pour les investissements publics nécessaires.

L’organisation souligne que sans une réponse formelle à ses observations et interrogations, elle continuera à soupçonner le gouvernement auquel appartient Monsieur le Ministre d’agir pour perpétuer le système actuel d’opacité publique, au détriment du bien-être du peuple, et en faveur de certaines personnalités et clans politiques spécifiques.
