Il n’y aura ni replâtrage clanique ni réduction du nombre de membres formant le Conseil présidentiel de transition (CPT), au sein duquel figurent cinq personnes inculpées pour corruption. L’actuel coordonnateur de cet exécutif de facto, M Fritz Alphonse Jean et l’architecte Leslie Voltaire — représentant de Fanmi Lavalas au sein de cette structure — ont été inculpés par l’ancien juge d’instruction Lamarre Bélizaire dans une affaire de détournement de fonds publics, pour des faits remontant à quelques années, à la suite d’un rapport de la Commission d’État dirigée par l’ancien sénateur Paul Denis.
Le magistrat instructeur qui était en charge du dossier a, dans une déclaration publique, reconnu avoir décerné des mandats d’amener contre ces deux personnalités, membres du CPT. Les médias, trop asservis peut-être, en parlent peu ou préfèrent manipuler cette situation d’impunité à leur avantage. Ce qui n’est guère surprenant, car la corruption est un sujet sur lequel il existe un véritable consensus au sein de la classe politique. Le consensus autour du vice est la marque de fabrique de cette société politique, pensent plus d’un. Il est consternant que certains leaders continuent de croire qu’il est encore possible que ces dirigeants, corrompus jusqu’à la moelle, puissent continuer à décider au nom de la République.
Comment des leaders politiques, qui claironnent à longueur de journée qu’ils travaillent à améliorer les conditions d’existence du peuple haïtien, peuvent-ils suggérer que des rencontres soient organisées avec les dirigeants actuels, accusés d’avoir abusé de leurs fonctions pour détourner des fonds publics ?
La corruption au sein de l’État — on le constate dans le discours de la majorité des dirigeants politiques — est un sujet qui suscite peu d’intérêt, puisque chacun attend son tour pour poser des actes malhonnêtes contre les intérêts de l’État. Et quand ces « leaders » ne sont pas aux commandes, ils attendent simplement d’intégrer l’appareil étatique pour profiter des avantages de cette vache à lait qu’est l’État.
Il est impossible de sauver une partie de ce Conseil présidentiel de transition. En effet, les deux autres membres votants au sein du CPT, même s’ils n’ont pas été accusés formellement, font l’objet de soupçons de corruption dans certains dossiers, notamment pour le détournement de fonds du service de renseignement, ainsi que pour d’autres faits illicites couvrant un large éventail d’actes malhonnêtes et illégaux : pots-de-vin, clientélisme, favoritisme, népotisme, fraudes, et comportements contraires à l’éthique.
Deux possibilités s’offrent aujourd’hui à la nation : soit nous prenons des décisions courageuses pour mettre fin, dans les meilleurs délais, à cette gouvernance calamiteuse à tous égards, en mettant en place un gouvernement provisoire dirigé par un(e) juge de la Cour de cassation. Une telle solution n’a certes aucune base constitutionnelle formelle, mais elle s’inscrirait dans une tradition historique à laquelle on a eu recours en période de crise aiguë — comme le prévoit la Constitution de 1987 dans sa version originelle, lorsque les conditions institutionnelles, notamment l’élection du président et du Parlement, sont réunies. Soit nous choisissons, au contraire, de consolider le régime actuel d’impunité, principal obstacle à tout renouveau démocratique dans notre pays.
Il est encore temps de choisir la dignité et la responsabilité plutôt que la résignation face à l’effondrement. L’histoire jugera.
