Dans un geste sans précédent en Haïti, le recteur Joram Vixamar de l’Université Publique du Nord au Cap-Haïtien (UPNCH) a adressé une demande formelle à la Cour Supérieure des Comptes et du Contentieux Administratif (CSCCA) pour qu’elle réalise un audit exhaustif de sa gestion depuis sa prise de fonction le 20 avril 2022 jusqu’à aujourd’hui. Cette initiative marque un jalon important dans l’histoire administrative du pays.
M. Joram Vixamar, reconnu comme un modèle de sa génération pour son engagement envers la transparence et la responsabilité dans l’administration publique, a démontré son engagement en souhaitant une évaluation objective de sa gestion. Cette démarche inédite vise à garantir une meilleure gestion des ressources de l’université pour l’année fiscale 2023-2024.
Dans une lettre adressée au Directeur départemental de la CSCCA, M. Jovenel Jean-Charles, le Rectorat de l’UPNCH exprime sa demande avec des termes respectueux et professionnels. La lettre souligne l’importance de cet audit pour évaluer la performance de l’administration universitaire et pour assurer la responsabilité financière.
Cette démarche a également été saluée par Mme Marie Neltha Fetiere, présidente de la CSCCA, qui est en charge de superviser les audits et les enquêtes sur la gestion des fonds publics en Haïti.
L’initiative du recteur Joram Vixamar démontre un engagement fort envers la transparence, la responsabilité et la bonne gouvernance au sein de l’administration publique en Haïti. En demandant cet audit, il pose un exemple pour d’autres dirigeants et institutions publiques, encourageant ainsi une culture de responsabilité et de reddition de comptes dans le pays.
La CSCCA devrait bientôt entamer l’audit, et les résultats seront attendus avec intérêt par la communauté universitaire et la population haïtienne dans son ensemble.
