Dans une société en voie de démocratisation,la gouvernance politique ,soumise à des principes d’austérité,doit permettre aux citoyens de la classe moyenne et ceux du prolétariat de s’ émanciper socialement, politiquement voire économiquement.Mais malheureusement ,la manière dont les dirigeants politiques gouvernent entrave le succès de la grande majorité de la population privée de la jouissance de ses droits qui, parfois ,se voit dans l’obligation de se rendre , dans des conditions humiliantes et périlleuses , soit au Chili, soit en République Dominicaine ou au Brésil.
Aujourd’hui ,même si l’on travaille, que ce soit dans le secteur public ou privé, les appointements que l’on reçoit sont une pitance nous maintenant dans un système de dépendance au quotidien . Prenons par exemple ,un professeur de l’enseignement secondaire avec un salaire de onze mille gourdes mensuellement ,même s’il avait trois chaires ,que pouvait-il régler avec un tel montant ? Sans oublier un médecin avec un salaire de vingt six mille gourdes après vingt cinq ans d’études au moins , comment peut -il véritablement satisfaire ses besoins et ceux de sa famille ?
Chose encore détestable, quand les gens de la classe,étant coincés au quotidien,se proposent de faire un prêt , le taux à payer est comme ‘ un abcès sur le furoncle (clou) ‘ .Dans un pays où les taux de prêt sont libérales et se font au gré des parties contractantes , la mobilité économique devient de plus en plus difficile et complexe : de manière courante ,les prêts qu’on fait ce sont souvent des prêts de consommation . Après l’avoir utilisé , il est probable qu’on n’ait pas les moyens de rembourser le capital aussi vite que possible et autant qu’on n’y parvient pas autant qu’on s’ endette.Voilà la situation des gens de la classe moyenne et ceux du prolétariat!
Cette situation ,telle qu’elle se présente ,n’interpelle pas la conscience de la classe moyenne qui, par ses agissements, soutient le système politique traditionnel axé sur une mauvaise gouvernance .
Si nous demandons des comptes sur la gestion de l’équipe gouvernementale actuelle ,nous nous faisons rapidement des ennemis au sein de certains éléments de la classe qui se laissent instrumentaliser et qui pensent être plus royalistes que le Roi . Leur plume, leur bouche , ce n’est pas pour la défense de leurs intérêts mais pour défendre des dirigeants incapables,sans préparation politique , académique et administrative.
La gouvernance politique de chez nous ,admettons le,celle -ci n’est pas transparente,elle fait peu de cas des vraies priorités,elle encourage la corruption,elle se développe loin des principes de la prévoyance et de la planification .Il en résulte que les pauvres deviennent plus pauvres,que l’exclusion se renforce,que le chômage s’augmente davantage et que l’ignorance se normalise.
Aujourd’hui,de lourdes dettes sont contractées au nom de la République ,les fonds du programme pétrocaribé sont détournés,des projects fictifs sont montés, des subventions douteuses sont accordées,de multiples dons sont reçus,tandis que les uns et les autres se battent pour avoir accès au travail, au logement,voire aux soins de santé au moment opportun.
Quand vient le jour où les éléments de la classe moyenne seront -ils conscients de leur sort ?Leur sort de misère et de pauvreté ? Quand accepteront -ils de se concerter pour sonner le glas de ce système inhumain et rétrograde?Quand comprendrons -nous que la vocation de l’être humain sur terre consiste à vivre dans la dignité,la joie et l’abondance?
Il est temps de prendre conscience de toutes les injustices dont nous sommes victimes,de nous rebeller contre la mauvaise gouvernance en Haïti en reconstruisant un autre État capable de défendre les intérêts des plus faibles,de promouvoir la justice sociale,de renforcer les institutions républicaines et de combattre le népotisme,la contrebande,le vol et le gaspillage .
