Interdiction d’exportation d’œufs dominicains en Haïti : des experts haïtiens analysent.-

Le gouvernement dominicain a annoncé, jeudi 5 janvier 2023, l’interdiction d’exportation d’œufs vers Haïti et d’autres marchés à partir de ce vendredi. Cette interdiction temporaire, d’une durée de 15 jours, vise à empêcher l’augmentation du prix de ce produit en République dominicaine.
Invitée à analyser cette décision des autorités dominicaines à Magik9, Yves Marie Chanel a expliqué que « le Conseil national de sécurité alimentaire [de la République dominicaine] a pris la décision de suspendre l’exportation d’œufs vers Haïti et Cuba, afin de garantir l’équilibre des prix sur le marché local. La République dominicaine consomme 8 millions d’œufs par jour. La demande quotidienne d’Haïti depuis la République dominicaine est de 1,8 million d’œufs », a déclaré Chanel.
En participant également à ce programme, l’agronome Dominique Charles Jean a fourni des chiffres sur la situation de la dépendance d’Haïti à l’égard de la République dominicaine en la matière. En fait, au début des années 2000, la demande haïtienne d’œufs dépendait totalement de la république voisine. Cependant, depuis 2013, de grands efforts ont été déployés par l’État haïtien et le secteur privé des entreprises pour remédier à cette situation.
« En 2013, la consommation d’œufs était de 11 millions par an. Alors que la production haïtienne était de 297 000 œufs par an, ce qui représentait 2,7 % de la demande locale. Et la République dominicaine nous a apporté 87 % de la consommation », a analysé Dominique Charles Jean, citant une étude du secteur privé et du ministère de l’Agriculture, des Ressources naturelles et du Développement rural (MANDR). De plus, de 2013 à 2022, évalue l’agronome Charles, « la production haïtienne d’œufs pourrait représenter entre 33 et 39 % de la consommation locale ». Elle regrette le climat de sécurité haïtien qui contribue peu au bon fonctionnement de ce secteur productif.
M. Chanel estime que le gouvernement dominicain a le droit de gérer l’inflation et la consommation de sa population. Elle critique le gouvernement haïtien pour « ne pas avoir présenté de plans » face à cette situation, qui risque d’augmenter le prix des œufs sur le marché local. « Ceux qui sont en charge de l’État bénéficient des privilèges de leurs fonctions. Ils ne font rien pour remédier aux situations. On n’essaie pas de résoudre certains problèmes », regrette-t-il en soulignant tous les problèmes qui doivent être résolus pour sauver le secteur agricole haïtien.
Outre la situation de sécurité dégradante qui touche 95 % du secteur agricole, l’agronome Charles estime que les producteurs doivent travailler ensemble pour donner du nouveau sang à ce secteur, en particulier par la production de matières premières. Elle propose également d’établir un calendrier qui pourrait aider à relancer ce secteur.
Cependant, cette mesure visant à interdire temporairement l’exportation d’œufs vers Haïti ne fait pas partie d’une politique particulière du gouvernement dominicain face à Haïti, selon M. Chanel. Cette mesure intervient après la constatation de la faillite du secteur agricole haïtien et vise à contrer une éventuelle surproduction de ce produit, qui serait préjudiciable à l’économie dominicaine, admet Yves Marie Chanel.
Le gouvernement dominicain n’est pas à sa première tentative. En décembre 2022, la République dominicaine avait déjà suspendu l’exportation de farine vers Haïti. Selon les experts, cette suspension peut affecter les consommateurs haïtiens. Déjà en octobre 2022, un rapport du Programme alimentaire mondial (PAM) signalait 4,7 millions d’Haïtiens confrontés à une faim aiguë. Avec cette nouvelle interdiction, la situation risque de dégénérer pour de nombreux Haïtiens.
