A propos du « Blanc » au sujet duquel nous ne cessons de parler sur l’échiquier politique haïtien, il s’agit, pour les Haïtiens notamment les politiciens, les représentants des missions diplomatiques des grands pays qui se disent amis d’Haïti : les Etas Unis, la France, etc.
A chacun son Blanc. Il a son gros Blanc, vous en avez votre moyen ou petit tout dépend de son poids politique et de sa capacité à influencer les décisions internationales concernant Haïti au profit de tel ou tel clan politique. Nos politiciens d’aujourd’hui sont devenus hallucinés par ce concept. Tout le monde cherche à tout prix un patron qu’on appelle le Blanc.
Dans sa tête, est inscrite avec un ancre de la honte : « on ne peut pas occuper des fonctions importantes en Haïti, électives ou nominatives, sans l’aval de celui qu’on surnomme le Blanc. » C’est la raison pour laquelle, trop souvent, nos leaders politiques, pour la plupart des chefs d’Etat, ne peuvent pas travailler pour satisfaire la population haïtienne, mais leurs maîtres, ceux et celles qui les ont aidés à prendre le pouvoir. Le dirigeant haïtien ne construit plus pays, mais sa vie et celle de sa famille. Il pense toujours à son bien-être après son mandat, mais non à celui de la population.
C’est pourquoi il réfléchit à un coin étranger pour se réfugier en fin de carrière. Bien que certains diplomates étrangers osent dépasser leur limite du droit international régissant leur fonctionnement (Convention de Vienne), il faut savoir, mesdames, messieurs, les dirigeants, qu’ils ne sont pas là pour vous dicter des ordres ni pour vous aider à diriger votre peuple et à organiser votre société, encore moins pour vous aider à vous pérenniser au pouvoir au détriment de la démocratie et des intérêts collectifs. Au cas où cela arriverait, c’est une exception, mais non la règle. Bien au contraire, les Ambassades sont ici à Port-au-Prince pour défendre leurs intérêts et exclusivement les leurs. Aucune mission diplomatique n’oserait vous dicter des ordres si, au départ, vous ne lui aviez pas vendu votre dignité à la recherche de sa bonne grâce. La coopération interétatique ne saurait se réduire forcément à la dépendance d’un Etat à un autre ou à un groupe d’Etats.
Il arrive de constater malheureusement qu’en Haïti, nos leaders n’établissent qu’une relation de dépendance avec les autres Etats. Ils sont toujours assoiffés des aides étrangères même pour la plus simple des choses. Ils ont utilisé la pauvreté du peuple qu’ils ont eux-mêmes instauré comme un commerce voire un trafic d’influence.
La demande est leur mot de passe auprès des dirigeants étrangers. C’est inacceptable. On ne peut pas développer un pays avec une « diplomatie mendiante » et avec les aides étrangères non plus.
Nos ancêtres nous ont remis un pays qui aidait les autres nations à sortir de l’indignité et de la dépendance, nous l’avons maltraité et l’avons combattu jusqu’à le rabaisser à un niveau ridicule. Presque tout pays a un mot à dire quand il s’agit de décider sur l’avenir du peuple haïtien. Jamais on ne peut rendre la gouvernance de notre État tributaire des directives étrangères. Le peuple haïtien doit désormais prendre ses responsabilités face à cette gouvernance de la honte que connait notre Haïti.
Une élite qui accepte que son pays soit dirigé par des étrangers, est privée de raison et appelée à connaitre de façon permanente les pires humiliations du monde. Elle sera aussi responsable du malheur de la population.
